2010년대 초반에 등장한 클라우드 기술은 이제 ICT 발전에 있어 필수 기술이 되었다. 달리 퍼블릭 클라우드를 사용하게 되면 다양한 기존의 온-프레미스(On-Premise)와 다른 장점이 발생한다. 신속하게 인프라를 도입하고, 유연하게 인프라를 관리하며, 손쉽게 글로벌 서비스를 제공할 수 있다. 이러한 장점에도 불구하고 대부분의 기업이 클라우드를 도입함에 있어 가장 우려하는 부분이 클라우드의 보안에 대한 부분이다. 사고 발생 시, 클라우드 서비스 제공자로부터 서비스를 제공받아 이용하는 위·수탁 관계에서 발생하는 책임 소재에 대한 부분은 클라우드 보안의 핵심 요소 중에 하나이다. 본 연구는 각 클라우드 서비스 제공자와 보안 연구 기관에서 제공하는 클라우드 공동 책임 모델을 분석하여 새로운 공동 책임 모델을 설계하였다. 각 서비스 제공자 및 연구 기관에서 제공하는 통제 항목과 각 통제 항목에 대한 책임 소재를 분석하여 새로운 공동 책임 모델을 제시하였다. 연구 결과는 2차례의 정성적 평가를 통하여 결과를 검토하였다. 선정된 전문가 그룹과 인터뷰를 진행하며 설계된 공동 책임 모델의 효과성과 효율성에 대한 검토를 진행하였다. 검토 결과 설계된 공동 책임 모델이 다양한 클라우드 서비스 제공자와 이용자에 공통적으로 적용할 수 있는 것으로 나타났다. 본 연구는 클라우드를 사용함에 있어 공통적으로 적용할 수 있는 새로운 공동 책임 모델을 제시하였다는 것에 대한 학술적인 의의와 실무 적용성을 확인하였다는 것에 의미가 있다. 제안된 공동 책임 모델은 특정 서비스 제공자와 이용자가 아닌 대다수의 서비스 제공자와 이용자에게 적용함으로써 향후 서비스 수준 계약(SLA)을 작성하거나, 발생할 수 있는 보안 사고의 책임 여부를 가리는 데 도움을 줄 것으로 기대한다.

Cloud technology, which appeared in the early 2010s, has become imperative for ICT development. The use of public cloud demonstrates evident advantages compared to on-premises infrastructure. Some notable benefits are efficiency and quick adoption, flexibility in managing infrastructure, and scalability to expand overseas. Despite these benefits, many companies hesitate to adopt cloud technology mainly due to security reasons. Determining the party accountable in case of an accident has been an important issue in cloud security. Often, the consignees using the services are held liable. This study designed a new shared responsibility framework by analyzing the responsibility outlined by each party, the cloud service provider, and the security research institution. This shared responsibility model was created by analyzing the control items provided by the service providers and research institutions. The study results underwent two qualitative evaluations. Interviews with selected expert groups were conducted to review the effectiveness and efficiency of the framework. As a result, it was found that the new shared responsibility model can be applied to both cloud service providers and users. This study confirmed the academic significance and practical applicability of presenting a new shared responsibility model that can be applied when using cloud services. The proposed shared responsibility model is expected to improve service level agreements (SLA) and help determine accountability for potential security accidents not only for selective groups but for a large group of service providers and users.
