Ⅲ장에서는 한국 설날이 공휴일화되는 전개 과정을 살펴보았다. 각 시기에 설날에 관한 폐지 정책, 관제 운동, 지식인들의 담론 등을 고찰하고, 음력설의 공휴일화 찬성 여론의 형성과 확정, 또한 음력설이 공휴일로 지정되는 원인에 대한 분석했다. Ⅳ장에서는 중국 춘절이 공휴일화되는 전개 과정을 설명했다. 각 시기의 춘절에 관한 폐지, 활용, 억제 등 정책, 관제 운동, 지식인들의 담론 등과 함께 살펴보고, 중국 춘절이 공휴일로 지정되는 원인과 전개 양상을 고찰하였다. This paper explains the correlations between national policies and festival folk traditions through a comparison of Chinese and Korean Lunar New Year (Chunjie/Seollal) as national holidays. In the past, comparative studies of New Year’s folk customs have mainly focused on the documents, examining the process of historical changes through only one-sidedly comparing the contents. However, from the methodological point of view, the in-depth comparative study goes beyond listing the similarities and differences. It should be guided by theoretical prerequisites. Therefore, based on such research method, it is necessary to conduct a comparative analysis by investigating the actual conditions of Chinese and Korean Lunar New Year and to clarify the socio-cultural and political context of the nation. Traditionally, seasonal folklife introduced the movement of celestial objects and seasonal changes into daily life and the corresponding worldview. However, the current festival folklife was influenced and changed by national policies. Since the end of the 19th century, the western solar calendar began to replace the eastern lunar system, people and the government also constantly put forward the debate on policies regarding the traditional yearly folklife. The state became the main regulator of the yearly folklife and formulated relevant policies. First, it appeared as side-by-side written solar systems in the official calendar to apply modern systems in the nation. However, people still stick to traditional folk customs on the specific lunar days and it has caused conflict for a long time. This paper explains the relationship between state policy and Lunar calendar based folklife by using the Lunar New Year in Korea and China as comparative case studies. The second chapter examines the process of establishing parallel holiday systems in Korea and China after the introduction of the Western solar calendar. The third chapter focuses on the abolition policies, official campaigns, and intellectuals' discussions related to the Lunar New Year in Korea during the process of its designation as a holiday. It also examines the designation of Lunar New Year as a national holiday and analyzes the reasons. Chapter 4 introduces the policies, official campaigns, and intellectual discourses regarding the abolition, activation, and suppression of Lunar New Year by each political power during the process of its designation as a holiday in China. It further illustrates the process and status of designation of the Chinese New Year as a holiday. Chapter 5 examines how the policies of abolition, suppression, revitalization, and simplification of rituals were implemented in Korea and China. This chapter examines the actual situation of national responses to state policies through journalistic data, fieldwork and interviews, and explains the relationship between state policies and national responses. In conclusion, the state is the actor that holds the power that decides about annual folklife, while the logic and discourse of each period are determined by the dominant ideology and value system. At the same time, this process also reflects the political goal of the state to realize its ruling power. The specific contents are as follows. Firstly, in the process of Westernization in China and Korea, the time system centered on the lunar calendar was transformed into the Western solar calendar. Subsequently, the two countries had abolished the traditional Lunar New Year. Because with the spread of Western values, traditional Lunar New Year was belittled and branded as inferior. However, the policy of the solar calendar, which was implemented under the rule of the state, did not penetrate the life of the people, that is to say, it was not well implemented. Because of this, Korea and China also experienced persisting controversies about the dual calendars. Secondly, the state selects and chooses the Lunar New Year according to its domestic needs. In 1949, two months after founding of the People's Republic of China, on December 23, the Communist Party designated New Year as the only holiday from the lunar calendar. This was because the People's Republic of China was established by the victory of the new democratic revolution with the participation of the peasants. The Chinese Communist Party designated the Spring Festival as a holiday, reflecting the Party's representation of the interests of peasants. At the same time, it reflected the government's will to strengthen the peasants' consciousness of nationalism, increase their cohesion to the nation-state, and forge a consensus on the newly established state. Thirdly, with the realization of modernization and economic affluence, the governments made use of the age-old folk customs to achieve their political goals. That is to say, as living standards became satisfactory, the government began to explore liberalization policies. In particular, the designation of Lunar New Year as a holiday in Korea on January 21, 1985, was also a result of the government's policy of using it as an outlet for democratization movement and as a response to popular opinion.
