This study conducted the effect of elderly labor on poverty, and empirically analyzed the relationship with poverty considering the characteristics of various occupations. In Korea, the poverty rate of the elderly is high due to the rapid aging rate, the reduction in private transfer income, and the immature retirement income guarantee system. Accordingly, the elderly who lack income and assets are participating in the labor market for a living even after retirement, and the state actively encourages old-age labor. However, there have been a series of reports that the actual working condition of elderly labor is poor. Therefore, I would like to analyze to what extent each type of occupation in old age escapes poverty and to suggest the direction of development of labor policies to alleviate poverty for the elderly. For this purpose, this study conducted a panel logit analysis using the 11th to 16th data of the Korea Welfare Panel (KOWEPS) for elderly householders aged 65 or older. Poverty, a dependent variable, was set to 50% of the household's equalized median income (disposable income), and labor, an independent variable, consisted of earned income, occupations (elmentary occupation, service/sales occupation, agriculture/forestry/fishery occupation, management/professional/administration related occupation, craft/equipment occupation). In order to verify the effect of elderly labor on poverty, demographic and economic factors were controlled. The analysis results are as follows. Among the elderly occupations, elmentary occupation, service/sales occupation, agriculture/forestry/fishery occupation were found to increase the probability of poverty. On the other hand, management/professional/administration related occupation, craft/equipment occupation did not show a significant relationship with poverty. In old age, elmentary workers, service/sales workers, are marked as cleaners and nursing care workers, respectively, and in old age, agriculture/forestry/fishery occupations are suggested to have many unpaid family workers, raising the need to improve labor treatment. On the other hand, it was found that as the earned income in old age increases, the probability of escape from poverty increases. In this regard, it provides implications for the appropriate income guarantee of elmentary occupation, service/sales occupation, agriculture/forestry/fishery occupation in old age, which have been suggested to have limitations in escaping poverty. The sensitivity analysis, which measured the poverty line at 40% and 60% of median income, also found that there was no significant difference from which at 50% of median income. The implications derived based on these analysis results are as follows. First, the government needs to guarantee the minimum cost of living for old age labor. In the case of old-age elmentary occupation, in order to increase the wage level, it is necessary to consider improving the working environment such as instability of non-employment and employment barriers, and the government needs to seek ways to supplement income in case of unemployment for short-term work. In the case of care workers representing service/sales occupation in old age, it is necessary to improve the treatment of labor costs at the same time as institutional improvements that can improve expertise. In the case of agriculture/forestry/fishery occupation in old age, it is necessary to increase income by increasing the added value of crop cultivation, and in particular, to pay an appropriate level of wages to unpaid family workers. Second, it is necessary to find a new type of occupation other than elmentary occupation, service/sales occupation, agriculture/forestry/fishery occupation in old age. The state should find jobs that are different from the existing jobs for the elderly and match the characteristics of the elderly, and it is also necessary to consider requirements of the businesses that hire elderly people. Depending on the situation of the business that employs the elderly, local governments should conduct a survey on the demand for elderly manpower to identify the demand and supply of labor, and the central government should support the work of local governments. It is suggested that education projects be implemented not only for the currently employed elderly but also for middle-aged retirees so that the job skills of the elderly can be guaranteed for the created jobs. In the long run, poverty for the elderly is a task that will be in charge of the retirement income security system. However, given that the retirement income guarantee system is still immature and the proportion of the elderly population is increasing compared to the working-age population, the poverty problem for the elderly will be solved immediately. Therefore, if the above analysis is reflected in the old age labor policy, it is expected that at least the elderly with working ability will be effective in escaping poverty.
