Recently, research on science and technology policy has focused on the process of creating innovation through cooperation and various interactions, moving from the linear relationship between investment and innovation. As the social structure shifts to a knowledge-based economy, research on regional innovation is also being conducted, centered on the triple helix model that focuses on knowledge production and innovation via interaction between stakeholders. The triple helix model is a regional innovation model that focuses on the process of interaction between universities, industry, and government. Existing studies using the triple helix model have been centered on the triple helix index methodology and have not measured the individual influence of the constituent factors. Mainly, the research using scientometrics has focused on achievements such as papers and patents, rather than cooperative R&D, which is the process of creating innovation. In addition, studies on domestic triple helix have limitations in that regional differences are not considered in such research. Therefore, this study analyzed the structure and dynamics of domestic science and technology cooperation from the perspective of the triple helix model and proposed policy implications that reflect regional characteristics. To analyze the scientific and technological cooperation structure based on the triple helix model, an analysis database was built with the national R&D project data provided by NTIS, for the period between 2013 and 2017. Social network analysis, block modeling, and Quadratic Assignment Procedure correlation analysis was conducted for data analysis. A total of 45,596 cases of data were used for analysis, and changes in the science and technology cooperation structure and key types were analyzed using the information on joint research projects of the national R&D project. The analysis revealed that the government showed the highest eigenvector centrality value in the national science and technology cooperation structure, and that the government influence within the network structure was greatest. This result belongs to type I, a government-led model in the triple helix model, and this type is continuously maintained within the analysis period. Additional analysis performed by classifying the metropolitan area/non-metropolitan area to derive regional differences found that in the metropolitan area, the government had the highest influence within the network structure at the beginning, similar to the national science and technology cooperation structure. The influence of universities within the network structure have been increasing since 2016. This belongs to type III, which is a university-led model in the triple helix model, and is the stage in which the university becomes the subject of innovation by performing an entrepreneurial role, moving beyond the existing role of research and education. In terms of influence within the network structure, national and public research institutes were ranked at the top until 2016; however, in 2017, universities were ranked at the top. The non-metropolitan area showed a contrasting pattern compared to the metropolitan area. In the beginning, the proportion of influence of universities within the network structure was high; however, as time went on, the influence of universities weakened and the influence of the government increased. This shows a change from type III, a university-led model, to type I, a government-led model. For most of period, national and public research institutes such as the National Institute of Crop Science showed a high influence within the network structure. This study was conducted to analyze the characteristics of and changes in the structure of science and technology cooperation in Korea, with a focus on the triple helix model. Previous research focused on performance data such as papers and patents created through the innovation process, but this study concentrated on collaborative research, the process of creating innovation, and changes in the triple helix structure through comparison by period and region. It is significant because it determines differences by process and region and measure the impact of each type. In addition, based on the results of the analysis, policies suitable for the characteristics of the science and technology cooperation structure in metropolitan areas and non-metropolitan areas, and the direction necessary for strengthening cooperative R&D were proposed from the perspective of the national innovation system.
