The purpose of this study is to provide policy implications for enhancing the effectiveness of university innovation support projects (UISP) by verifying the effectiveness of the project. In order to achieve the research purpose, this study raised three research questions.
The first research question is to disclose whether UISP was effective in improving educational conditions, educational performance, and research performance. To answer the question, the study applied Interrupted Time Series Analysis(ITSA).
The next research question is to figure out differences in the effectiveness of UISP by the characteristics of it. Based on the results of the analysis, the study confirmed differences in the effectiveness by participation status and type of the project. Further, the effectiveness was analyzed considering the size of the project. Fixed effect panel model has been applied to answer the second research question.
Lastly, the study tackles the question of wether there is a difference in the effectiveness of UISP by the characteristics of the university. In other words, the differential effect of UISP by the university location, establishment type, and financial support for students was disclosed, and the effectiveness by the UISP participation and the size of the project cost was confirmed. Similarly, the analysis of the fixed effect panel model was applied to answer the third research question.
The major results of the study are summarized and presented as follows:
First, UISP showed a significant effect on improving educational conditions and research performance, but identified no significant effect on improving educational performance. Second, depending on the characteristics of the project, the effect of UISP on hiring full-time faculties and recruiting freshmen was disclosed. Third, the UISP had a differential impact on improving educational conditions, educational performance, and research performance depending on the characteristics of the university.
Based on the main results of the study, the following suggestions were made. First, it is necessary to expand university financial support to enhance the effectiveness of UISP. Also, it would foster the teaching and learning innovation that can transcend financial and physical conditions that could improve educational conditions and enhance cooperation among universities. Second, it is required to prepare the accountability mechanism that reflects the unique characteristics of universities. Third, it is appropriate to control the effectiveness model of UISP with individuals and time series effects. Lastly, a follow-up study is required by integrating the variables that could reflect the characteristics of the university innovation support project.
