Regarding the stone industry and the utilization plan of the stone quarry site, this study analyzed the social agreement between stakeholders and the conflicts that stem from stone quarry sites, such as the demand of the local community, and the plan for co-existence and cooperation. In addition to this, this study grasped the problems in the stone quarry development-related laws and policies, such as the Aggregate Extraction Act, the Mountainous Districts Management Act, the Environmental Impact Assessment Act, and the Wastes Control Act, as well as derived improvement measures for such problems. Regarding the post-development utilization of the stone quarry site, classification standards were established per the stone quarry sites’ location-based characteristics from a social and humanistic perspective. In addition, this study attempts to provide the basic direction for things related to changes in the development method for recovery and utilization depending on the location type of the stone mountain and the introduction of facilities for recovery and utilization per location type.
Nowadays, the stone industry has practically reached its limits; finding a measure for the revitalization and development of the stone industry to resolve such difficulties and coming up with a plan to take advantage of the forest exploited by the development of the stone industry.
In this vein, this study sought to derive vitalization measures for the sound and sustainable development of the stone industry at in impasse right now. At the same time, this study attempted to publicize Hwangdeung in Iksan city, the heart of the Jeollabuk-Do stone industry, history, and excellence of stone, a local industry that has a history longer than 100 years. This study attempts to create new added value by inheriting and developing various cultures related to stone materials. In addition, it seeks alternatives that can restore forests damaged by stone extraction, recognize forests as a resource for a virtuous cycle, and use forests for public and nature-friendly purposes.
