It has been 44 years since the 1978 Seoul Urban Redevelopment Basic Plan was established. Considering that the environment of Seoul has changed continuously over the past 50 years, the Seoul Urban Redevelopment Basic Plan was changed to the Seoul Urban Environmental Improvement Basic Plan, which was revised and supplemented regularly. In addition, the regulatory elements and design guidelines of the Basic Plan for Urban Environmental Improvement reflected the direction of policies in effect at the time and the current state of the city, and their objectives and directions were varied. The Basic Plan for Urban Environmental Improvement is a legal basic plan that applies to urban environmental improvement projects. Development projects to which the basic plan for urban environment improvement is applied can only be carried out in areas designated as urban environment improvement areas. In other words, the Basic Plan for Urban Environmental Improvement aims to improve the environment of the surrounding area and give it vitality by controlling each urban environmental improvement project. The basic plan for urban environment improvement can be divided into two ways to control the development projects: regulatory elements with legal binding force and design guidelines used as standards in the deliberation process. Currently, the 2025 target urban environment improvement basic plan sets the direction of preservation of location, enhancement of public nature, and revitalization in the city center. In spite of this, we recognize that the priority should be given to regenerating and managing the developed present rather than developing and supplying the maintenance areas of Seoul. Such a direction can be seen in regulatory elements and design guidelines, but if so, it is necessary to investigate how far the direction of the urban environment improvement basic plan has been achieved in the areas where urban environment improvement projects are progressing. . In particular, in addition to being an urban environmental improvement project carried out on a plot of land basis, the basic plan for urban environmental improvement is a plan established for the purpose of regional revitalization and environmental improvement. Let's examine the current situation based on the standard.
Prioritizing this, I looked at the content and description method of the design guidelines of the 2025 target city environmental improvement basic plan. The design guideline talks about two spaces that correspond to public spaces and facilities, content for roads and parks, and 12 elements that correspond to individual project districts. Depending on the target area to which the design guidelines are applied within the individual project area, it can be divided into the layout and form of the building, the internal space of the building, the external space of the building, and historical and cultural resources. The design policy for each space and element was stated with the goal of continuity with the surroundings, safety, revitalization of the target site, publicity and historicity. In the case of the design guideline, since the content was presented for the purpose of controlling the basic plan for urban environmental improvement, it was presented with the purpose of realizing the direction rather than the direction of the basic plan for urban environmental improvement. In other words, it can be seen that the purpose of the design guidelines is a subordinate concept for the direction of the basic plan for urban environmental improvement. In Chapter 3, the contents and characteristics of the general design guidelines are investigated, and the contents and application of the area-specific design guidelines are analyzed. In fact, among the urban environmental improvement areas, we selected areas where the urban environment improvement project was completed first, and analyzed how the design guidelines for each direction were realized. For this process, we have linked the objectives of the design guidelines that we have seen earlier with the details of the direction, distinguishing between the general design guidelines for the direction and the zone-specific design guidelines. We confirmed the applicability of the design guidelines through answers from actual sites, and analyzed the content at the time of basic plan direction of preserving location, enhancing publicness, and revitalizing in the city center. As a result, it was found that the design guidelines were not implemented if there was no content in the general design guidelines related to the area-specific design guidelines, or if the content was related to maintenance project plans or management methods instead of design methods. . In addition, the contents of the design guidelines did not present specific contents in terms of method, and integrated technology for elements that required coordination was not promoted. We were able to find cases where the design guidelines were not fulfilled.
Chapter 4, Conclusion, presents the improvement direction of the urban environment improvement basic plan design guideline to solve the problems learned through Chapter 3, along with overseas cases. First, regarding the content aspect of the design guidelines, it is necessary to add to the content that has not yet been addressed in the existing design guidelines through the current state of project completion. First of all, regarding historical and cultural resources, it only includes the contents about the classification of elements to be preserved, but it should additionally describe the preservation method and successful preservation cases that passed the actual deliberation process. Second, we need integrative techniques for elements with spatial continuity. The problem with the shielding of the horizontal activation facility, which is currently a problem, is a problem that crosses the internal and external public spaces and the sides. Therefore, it is necessary to consider the continuity of the space, select the shielding elements while considering the related elements as one space, and present an alternative method to solve this. Fifth, on the technical side, 3D diagrams and images of actual successful cases should be actively used to ensure that the reader is highly readable and that the direction of the design guidelines can be conveyed correctly.
This research is characterized by analyzing the current state of application of design guidelines for urban environment improvement areas, and is significant in that it advanced the analysis of the current state of construction design for area-sized cities. In the future, the analysis of completed districts must continue steadily, starting with this study. In other words, in order to position the Basic Plan for Urban Environmental Improvement as a plan that steadily reflects the current state and phenomena of the city center in a situation where development projects continue to take place in the city center, what is the current state of the basic plan and design guidelines, as in this study? It is necessary to steadily consider whether it is reflected and applied as such. This study has implications as the first study of a flow that presents improvement directions based on the application of design guidelines. Future research on the area to be completed following this should be carried out, and the design guideline of the basic plan for urban environment improvement should be steadily supplemented.
