A study on the creation and operation of a roof gardens in public buildings applying the concept of the sharing economy원문보기

Since the COVID-19 pandemic, the way of life in the city has been changing overall. The awareness of the safety of multi-use facilities and public spaces created outside has decreased, and the need for personal external spaces has naturally increased. The rooftop, which is an external space of a building and exists close to everyday life, should be viewed, planned, and managed as a solution that meets the needs of the times. However, the rooftop, which is recognized as an idle space, is limited to public buildings and has not been activated due to various restrictions. Various changes occur with the development of ICT technology in various countries, and as a result, the concept of a sharing economy is actively emerging in the economic field. However, since the general concept has not been established and there is no legal support system or law in place, it is applied only to private buildings, and only a few cases have been created. In the case of the rooftop of a private building, it is successfully vitalized as a space to which a sharing economy based on ICT technology is applied. The purpose of the study is to identify the use of private building public rooftops, which are successful activation cases, and to present space modules and operation plans that can be introduced on public building rooftops based on this. To this end, the theory of the sharing economy and rooftop garden was reviewed, and the basic direction was set by analyzing the cases of rooftop use at home and abroad and the current status of the rooftop of the district office building in Seoul. After that, the framework of the analysis was derived, and the representative example, 'Do you want to use the rooftop?' was analyzed to derive the conditions necessary for creating a shared rooftop. In consideration of all the factors, the module of the sharing garden was presented and the following results were derived. First, the physical structure needs a plan that does not affect the security of the building and the privacy of insiders by creating the movement of sharing garden users as individual movements. Second, as for the operation method, it is necessary to understand that individual occupancy should be resolved due to the limitations of the sharing garden not being built on the roof of a public building, and to open the public and properly distribute individual occupancy. Third, the platform, a key element in which the sharing economy operates, analyzed the actual rooftop sharing platform to identify its advantages, and presented a platform composition considering the use of the information-vulnerable class and the connection of the Seoul sharing platform. Fourth, the system was presented in consideration of resource providers beyond operators and users. This study proposes the concept and system structure of a sharing garden that can function as a way to vitalize a rooftop in a city currently recognized as an idle space, and is meaningful in deriving the possibility and potential to be utilized by identifying the limitations of public building rooftops. However, although this study is a module applied to public buildings, it was limited based on the way the private sector is involved, and the module was presented in consideration of users, operators, and suppliers, but the process of synthesizing the opinions of existing building users was not carried out. In addition, the module was planned as a virtual target site, so the landscape aspect could not be considered. Therefore, subsequent studies need to consider the opinions of existing users, select programs suitable for the size of space and the surrounding status of buildings, and plan for actual public buildings covering social, cultural, economic, and landscape aspects. Above all, efforts for legal and institutional regulations should be continued to create sharing gardens.
