This study presents the ‘Military Self-Control’ as a way to establish desirable civil-military relations in a democratic country. In addition, the purpose of this study is to evaluate the suitability of the Bundeswehr by dynamically analyzing the Innere Führung cases. In order to establish a democratic civil-military relations, it is important to satisfy both the ‘professionalism of the military’ and the ‘political neutrality of the military’. As for the discussion related to democratic civil-military relations, the arguments of S. Huntington and M. Janowitz are representative. Huntington argued that ensuring the professionalism of the military through the separation of civilians and military was important for establishing democratic civil-military relations. Accordingly, in this study, as a method to evaluate the suitability of the self-control type, the dynamic change of the case of the Bundeswehr's 'Innere Führung' is studied. After World War II, Innere Führung emerged as a way to clear the Wehrmacht's mistakes and authoritarian military culture and to train the military of a democratic country. This is the core philosophy of the Bundeswehr to train an military personnel that is democratic and faithful to its mission as “Staatsbürger in Uniform”.
