This study collected and analyzed data through in-depth interviews to examine the experiences of special education teachers managing full-time special education classes in public high schools. The conclusions drawn from data analysis can be classified into four topics: flexible curriculum operation, difficulties in managing a full-time special education class, challenges in implementing inclusive education, and support necessary in managing a full-time special education class. First, the participants claimed there is a need for a flexibly-operated special education class that is customized for students and can broaden the range of choices for students of special education who need life adjustment education and have emotional difficulties. Second, the participants stated that the burden on teachers beyond their limits deteriorates the quality of education and that students cannot have their rights guaranteed to study in class. They requested establishing operating guidelines for a full-time special education class in providing care and lessons to students and creating an educational environment that would not burden students and teachers. Third, the participants argued that they cannot participate in inclusive classes with mainstream students without resolving the difficulties in the implementation of inclusive education. Fourth, the participants claimed that for special education classes, to which full-time students with severe or multiple disabilities are assigned, the statutory quota standard must be lowered, and more special education teachers must be assigned. Dispatch of additional teachers and collaboration of special education teachers are the support most necessary for managing a full-time special education class. It is necessary to break free from the idea that inclusive education is the best environment for students who need special education and to discuss ways to implement and apply education according to the student’s disability and situation.
