This study aims to provide comprehensive evidences about SME's R&D performance, and conducted three studies on capabilities, activities, and R&D performances of SMEs with government R&D support.
The first study provided an empirical evidence on the impacts of SMEs' R&D capabilities on organizational competences and R&D commercialization. The results show that SMEs' R&D capability significantly impacts on R&D commercialization when mediated through organizational competences.
The second study empirically tested how SMEs' R&D capabilities and entrepreneurship impact sales performance, and mediating effect of innovation activities. The results showed R&D capability and entrepreneurship do not have direct impact on sales performance, but have significant impact on sales performance when mediated through innovation.
The third study investigated the effect of government R&D supports by the comparison between SMEs with and without government R&D supports. The result showed that the SMEs with government supports has significantly higher performances such as R&D capability, dynamic capabilities, innovation activities, technology gap, sales, export, and R&D expenditure. Moreover, for government-supported SMEs, capabilities and activities, when mediated by organizational capabilities, have positive impacts on technological and economic performances.
These three studies have found the importances of both qualitative variables and performances, in addition to quantitative performance tested in previous studies. Such results may imply that both managers of SMEs and policy makers should not only understand the importances of such qualitative factors as R&D capability, entrepreneurship, dynamic capabilities and organizational learning, but make efforts to build organizational competences in diverse sectors. Well-designed strategy and strong organizational capabilities of SMEs may result in good performance only when implemented through innovation activities.
Finally, the effectiveness of government support for SMEs' R&D projects are evidenced in these studies that the relevant government policies should be further developed and government support for SMEs' R&D should be expanded.
