As of 2021, the number of accident deaths in Korea was 828 and the accident death rate was 0.43, the fifth highest among 38 OECD countries and higher than the OECD average. According to the status of disasters by industry in 2022, 46% of all accident deaths occur in the construction industry, and the high death rate in the domestic construction industry exceeded the average of all industries by four times. One out of ten major industrial accidents occurs in the public sector, and among them, the most accidents occur in public institutions under the central government, and practical safety management measures are needed to prevent various safety accidents occurring during construction. To this end, accident vulnerable sectors were derived from the public sector of highways to reduce the accident rate, practical safety management directions and harmful risk management methods were established, and safety measures using smart safety technologies were studied. In this study, safety management directions were set through accident case analysis of highway construction work, characteristics such as work by type and harmful risk factors, and smart safety management techniques and applications to cope with increasingly advanced risk factors. In order to identify the harmful risk characteristics of highway construction work, statistical analysis of occupational injuries or deaths among all industrial accidents covered by industrial accident compensation insurance and highway construction was conducted. In addition, the frequency and intensity of disasters were confirmed by comparing the number of victims and the number of working losses, and new harmful risk management types were classified based on the Expressway Corporation's Specialized Specification (EXCS) and the Ministry of Land, Infrastructure and Transport's Standard Specification (KCS). The results of the study to derive safety measures for highway construction work to prevent industrial accidents are summarized as follows. In highway construction work, it is necessary to focus safety management, especially at daily workers in their 50s or older, medium-sized sites with more than 50 to less than 300 employees, and sites with a process rate of 90% or more. To this end, hazard and risk factors were derived by analyzing disaster cases at highway work sites, and measures to reduce them by hazard and risk factors were presented. In order to establish a plan to introduce smart safety management for highway construction work, cases of domestic and foreign smart construction safety technology were examined, applicable technologies were classified, and smart safety management introduction plans and contents were presented. Through this, it is expected that a leading safety management system will be established if a smart safety control system that can integrate and control work sites to systematically manage highway construction work.
