Korea's Ministry of Land, Infrastructure and Transport announced the enactment of the "Special Act on the Redevelopment and Support of Aging Planned Cities" on February 7, 2023. The key points of the act include easing safety inspections for reconstruction of apartment complexes, relaxing urban construction regulations such as floor area ratio and land use zoning, providing adequate infrastructure, and promoting urban development without marginalized areas. In addition to the policy initiatives of the Ministry of Land, Infrastructure and Transport, local governments including five cities, including Seongnam City, are preparing related policies and plans. Seongnam City, for example, has designated an increase in land use zoning (from Type 1 general residential zone to Type 2 general residential zone) for the redevelopment of multi-unit housing sites, supporting the revitalization of reconstruction projects (announced on February 6, 2023). This study aims to analyze the impact of current urban development policies and plans for new cities on the feasibility of apartment complex reconstruction and provide considerations for future urban development plans. Chapter 1 provides an introduction, presenting the background, objectives, and scope of the study. In Chapter 2, theoretical and previous research reviews, the characteristics of reconstruction projects, new cities, and relevant regulations and planning criteria are examined to understand the characteristics of the analysis subjects and verify the distinctiveness of this study through a review of related research. Chapter 3 presents the framework for analyzing the feasibility of reconstruction projects by individual complexes, conducts an analysis of the current status of target areas, and calculates relative evaluation values (standardized) for the feasibility of reconstruction projects based on the analysis of housing supply and profitability according to reconstruction projects. In Chapter 4, the analysis of the impact of apartment complex characteristics on feasibility is conducted, analyzing the current status and location characteristics of apartment complexes and interpreting the impact of factors in detail. Chapter 5 provides a conclusion, summarizing the analysis and results of this study and presenting relevant urban policies. Through the review of theory and previous research, the characteristics of reconstruction projects and new cities, as well as relevant regulations and criteria, were analyzed, and related previous studies were reviewed. The characteristics of reconstruction projects indicate the need for urban planning regulations due to private-sector-led urban development projects, land use zoning increases, and public support such as sales rights claims. The characteristics of new cities differ from established urban areas, requiring considerations for planning criteria and systems that match the characteristics and status. Previous studies on the first-phase new cities in the metropolitan area analyzed the current status of the new cities, emphasized the need for new urban management approaches tailored to the characteristics and current status of each city, and highlighted the importance of considering infrastructure plans, individual complex characteristics, and proximity to subway stations. This study is distinctive in that it conducted a detailed census survey on apartment complexes in the Bundang New Town, conducted an analysis of housing supply and feasibility for each complex based on reconstruction projects, and analyzed the impact of urban planning policies and complex characteristics, providing considerations for the formulation of new city urban development plans. To analyze the feasibility of apartment complex reconstruction projects in the Bundang New Town, the current status of the new city and the characteristics of each apartment complex were investigated. A survey was conducted to assess the regional characteristics of the Bundang New Town, including population, land use, population density, and major infrastructure. For the apartment complexes where reconstruction is expected, data was collected on urban management plans, building registrations, land registrations, and various real estate prices, which were then statistically analyzed and converted into GIS data. Using the compiled data and information, and applying specific criteria such as floor area ratio, contribution ratio, and supply ratio by housing size, the housing supply quantity (supply by cooperative and general sales) was calculated for each complex in the reconstruction project. Based on the calculated housing supply quantity, the profitability index (total income/total expenditure) was determined for each complex and compared and analyzed. To analyze the impact of the characteristics of Bundang New Town and individual apartment complexes on the feasibility of reconstruction projects, multiple linear regression analysis was employed. The profitability index of the reconstruction projects (referred to as the feasibility index) was set as the dependent variable, while factors discussed in previous studies were categorized as independent variables representing the characteristics of the apartment complexes and their locations. The characteristics of the complexes included land use zoning, complex scale, current floor area ratio, publicly announced land value, average housing size, while the location characteristics included proximity to subway stations, commercial areas and neighborhood parks, adjacency to rivers, and road accessibility. The analysis revealed that the publicly announced land value and adjacency to neighborhood parks had a positive influence on the feasibility of apartment complex reconstruction projects, while the current floor area ratio, average housing size, and distance to subway stations had a negative influence. The significant impact of the current floor area ratio indicates a strong influence of the recent upward revision of the land use zoning for townhouses in Bundang New Town, from Type 1 general residential area to Type 2 general residential area. This suggests that due to the upward zoning effect, the existing upper limit floor area ratio applicable to Type 2 and Type 3 general residential areas may also be applied at a level close to 90%. This is likely to raise concerns about fairness among different complexes in future reconstruction projects. The publicly announced land value, distance to subway stations, and adjacency to neighborhood parks are considered to reflect the preferred residential areas in Bundang New Town and anticipated future property prices. Therefore, it is necessary to incorporate these factors into relevant planning and policy-making processes, such as infrastructure planning. Based on this, the implications of the research are as follows: In accordance with urban policies and plans for the development of new cities, there is a need to induce appropriate public contributions to areas that are relatively advantageous in terms of profitability. Korea's Ministry of Land, Infrastructure and Transport announced the enactment of the "Special Act on the Redevelopment and Support of Aging Planned Cities" on February 7, 2023. The key points of the act include easing safety inspections for reconstruction of apartment complexes, relaxing urban construction regulations such as floor area ratio and land use zoning, providing adequate infrastructure, and promoting urban development without marginalized areas. In addition to the policy initiatives of the Ministry of Land, Infrastructure and Transport, local governments including five cities, including Seongnam City, are preparing related policies and plans. Seongnam City, for example, has designated an increase in land use zoning (from Type 1 general residential zone to Type 2 general residential zone) for the redevelopment of multi-unit housing sites, supporting the revitalization of reconstruction projects (announced on February 6, 2023). This study aims to analyze the impact of current urban development policies and plans for new cities on the feasibility of apartment complex reconstruction and provide considerations for future urban development plans. Chapter 1 provides an introduction, presenting the background, objectives, and scope of the study. In Chapter 2, theoretical and previous research reviews, the characteristics of reconstruction projects, new cities, and relevant regulations and planning criteria are examined to understand the characteristics of the analysis subjects and verify the distinctiveness of this study through a review of related research. Chapter 3 presents the framework for analyzing the feasibility of reconstruction projects by individual complexes, conducts an analysis of the current status of target areas, and calculates relative evaluation values (standardized) for the feasibility of reconstruction projects based on the analysis of housing supply and profitability according to reconstruction projects. In Chapter 4, the analysis of the impact of apartment complex characteristics on feasibility is conducted, analyzing the current status and location characteristics of apartment complexes and interpreting the impact of factors in detail. Chapter 5 provides a conclusion, summarizing the analysis and results of this study and presenting relevant urban policies. This study is distinctive in that it conducted a detailed census survey on apartment complexes in the Bundang New Town, conducted an analysis of housing supply and feasibility for each complex based on reconstruction projects, and analyzed the impact of urban planning policies and complex characteristics, providing considerations for the formulation of new city urban development plans. To analyze the feasibility of apartment complex reconstruction projects in the Bundang New Town, the current status of the new city and the characteristics of each apartment complex were investigated. A survey was conducted to assess the regional characteristics of the Bundang New Town, including population, land use, population density, and major infrastructure. For the apartment complexes where reconstruction is expected, data was collected on urban management plans, building registrations, land registrations, and various real estate prices, which were then statistically analyzed and converted into GIS data. Using the compiled data and information, and applying specific criteria such as floor area ratio, contribution ratio, and supply ratio by housing size, the housing supply quantity (supply by cooperative and general sales) was calculated for each complex in the reconstruction project. Based on the calculated housing supply quantity, the profitability index (total income/total expenditure) was determined for each complex and compared and analyzed. To analyze the impact of the characteristics of Bundang New Town and individual apartment complexes on the feasibility of reconstruction projects, multiple linear regression analysis was employed. The profitability index of the reconstruction projects (referred to as the feasibility index) was set as the dependent variable, while factors discussed in previous studies were categorized as independent variables representing the characteristics of the apartment complexes and their locations. The characteristics of the complexes included land use zoning, complex scale, current floor area ratio, publicly announced land value, average housing size, while the location characteristics included proximity to subway stations, commercial areas and neighborhood parks, adjacency to rivers, and road accessibility. The analysis revealed that the publicly announced land value and adjacency to neighborhood parks had a positive influence on the feasibility of apartment complex reconstruction projects, while the current floor area ratio, average housing size, and distance to subway stations had a negative influence. The significant impact of the current floor area ratio indicates a strong influence of the recent upward revision of the land use zoning for townhouses in Bundang New Town, from Type 1 general residential area to Type 2 general residential area. This suggests that due to the upward zoning effect, the existing upper limit floor area ratio applicable to Type 2 and Type 3 general residential areas may also be applied at a level close to 90%. This is likely to raise concerns about fairness among different complexes in future reconstruction projects. The publicly announced land value, distance to subway stations, and adjacency to neighborhood parks are considered to reflect the preferred residential areas in Bundang New Town and anticipated future property prices. Therefore, it is necessary to incorporate these factors into relevant planning and policy-making processes, such as infrastructure planning.
