Since 2018, the U.S. and China have imposed tariffs on each other, which is commonly referred to as the "Trade War" due to its extensive scale and complexity. As South Korea's largest trading partners are the U.S. and China, any conflict between the two countries could have a significant impact on South Korea's foreign trade. In theory, the mutual imposition of tariffs between the two countries affects the relative import prices and leads to a trade diversion effect. Viner(1950) suggests that the U.S. imposing tariffs on Chinese goods makes Korean goods relatively cheaper in the U.S. market, which could ultimately lead to an increase in Korean exports to the U.S. In this paper, our aim is to examine the impact of the U.S. trade war on Korean exports to the U.S. using a panel regression model. To conduct our regression analysis, we utilized monthly U.S. import data classified according to 10-digit HS code from January 2018 to April 2019. Our primary regression analysis focuses on the effect of changes in U.S. tariff rates towards China on the proportion of Korean exports to the total U.S. imports. Furthermore, we also extend our analysis to include time series and various countries worldwide to present concrete evidence of the trade diversion effect. Our findings indicate a significant trade diversion effect on Korean exports to the U.S. resulting from the U.S.-China trade war. The imposition of U.S. tariffs on Chinese goods led to an increase in the proportion of Korean value and quantity in U.S. imports, with this effect gradually appearing within several months of the tariff imposition. Notably, Korea was one of the few countries that experienced a significant trade diversion effect. Our research highlights several important implications. Firstly, the U.S.-China trade war resulted in a shift in import demand from Chinese to Korean goods. Secondly, the substitutability of trade between Korea and other countries needs to be examined thoroughly to prepare for the growing trend towards bilateralism in international trade. Lastly, the pathways through which trade diversion effects occur should be analyzed, and national trade policies should be formulated accordingly.
