Industrial complexes in Korea are evaluated to have played a successful role in realizing government-led economic development plans by effectively supplying industrial locations and integrating strategic industries. In the future, the role of industrial complexes in the Korean economy is expected to be important. However, 60 years after the industrial complex system began, it is necessary to reorganize and improve the industrial complex created in the development solidarity.
Today, industrial complexes are slowing down with the aging of industrial facilities, infrastructure, and manpower, and are vulnerable to rapid changes in the industrial environment such as the Fourth Industrial Revolution and carbon neutrality. The government-led uniform industrial location system hinders companies' vitality and creativity, and it is evaluated that innovation in industrial complexes centered on autonomy and creativity is needed in response to changes in industrial complex conditions.
The purpose of this study is to prepare a Legislative Improvement Plan of industrial complexes that respect private autonomy and play a role in revitalizing the local economy. To this end, the purpose is to analyze the contents of major laws and regulations related to industrial complexes and to present improvement measures for the problems derived.
Improvement measures through this study can be divided into improvement measures to strengthen the competitiveness of industrial complexes (central government), improvement measures to strengthen private autonomy (private companies in industrial complexes), and improvement measures to revitalize the local economy (local governments).
First, in order to strengthen the competitiveness of industrial complexes, it is necessary to establish a legal basis for industrial complex policies through pan-ministerial control towers, and to integrate or reorganize various scattered industrial complex laws around functions. In addition, it is necessary to strengthen the effectiveness of administrative plans under each law to promote the efficiency of industrial complex support work.
Next, in order to expand private autonomy, projects allowed in industrial complexes should be regularly reviewed so that they can be expanded in a timely manner. In addition, it is necessary to introduce regulatory sandboxes in industrial complexes and overhaul various zoning systems.
Finally, in the process of establishing an administrative plan for industrial complexes, it is necessary to grant local governments the right to propose proposals. Furthermore, institutional support is needed so that local governments can take the lead in establishing and implementing industrial complex support plans. In addition, it is necessary to induce the revitalization of the local economy through the institutional support of the Knowledge Industry Center.
