On February 24, 2022, the Russian-Ukraine war broke out when Russian President Vladimir Putin invaded Ukraine. He invaded Ukraine after declaring an order to launch a “special military operation” under the pretext of “de-Nazi” and “de-militaryization” to protect his own citizens in Ukraine. But most experts have not predicted that Putin will invade Ukraine. There was little interest in the use of military force and as a result shocked many people were shocked. Many experts acknowledged the failure of the war prediction and began to study the cause of the war, and various studies on the war have been conducted so far, well over a year after the outbreak of the war. So far, studies have been published in various ways, including Putin's dream of building a great empire to recreate the glory of the Russian Empire or the Soviet Union while maintaining Ukraine as a geopolitical buffer zone from the West, and to establish a new international order and multipolar system against U.S.-led liberalism. Most of these studies or experts' arguments mainly focus on the fact that the United States and the West violated their promises with Russia and continued to push NATO(North Atlantic Treaty Organization) eastward, resulting in Russia's security crisis and instability. However, in light of Putin's remarks and various circumstances, it can be assumed that Putin had a different intention from the beginning. Along with these questions, it is difficult to find studies dealing with questions about the beginning of the war. The study began around February 2022 with the question of whether Putin started a war, “Wouldn't there be any other cause to explain this?” To this end, a ‘neoclassical realism’ analysis framework was used. “Neoclassical realism” is a method of conducting research using factors at the international political level as independent variables and factors at the domestic political level as parameters. It is to identify under what international political circumstances the cause of the war was affected and how it reacted to the domestic political situation and affected the outbreak of the war. In this analysis framework, Putin's international political situation for Russia selected factors such as NATO's eastward movement threatening its own country and a confrontation of power with the United States, and changes in Putin's support and corporate earnings held by Putin's inner circle. At the international level, Western threats stemming from NATO's continued eastward movement as structural pressure and change acted as a security threat for Putin and Russia, providing them with an excuse and justification for war. Russia, which collapsed under Yeltsin after the collapse of the former Soviet Union, was reorganized by Putin using political system improvement, privatization of state-owned enterprises, modernization of the military, and oil and natural gas, which boasts the world's largest reserves. In addition, after the post-Cold War, the U.S.-Russian one-pole system began to have the power to burden the U.S. as the U.S. declined and Russia's national power grew, and gradually entering a multipolar system. In addition, a high approval rating was needed in Russia for the cause of long-term power, but it was necessary to raise the approval rating(at least 59%) lowered due to the COVID-19 pandemic in 2020 and the global economic downturn. In addition, due to the global economic recession, imports of Russian state-owned enterprises also fell, which would eventually have affected the Russian federal government's tax revenue and Putin's private property. Putin needed a target to shift people's attention and rally support at a time when the country's crisis and approval ratings were falling, and each time, he has created a crisis to shift attention through the use of force. Therefore, in order to increase approval ratings and increase the profits of Russian state-run companies dominated by the Putin Inner Circle, Putin began the study on the assumption that he invaded Ukraine in a surprise move under the threat of NATO. First of all, when Putin entered politics, the Georgia War, and the forced annexation of Crimea in 2014, military options were used to strengthen domestic and foreign political positions and secure justifications, resulting in an increase in approval ratings. However, the grounds were not sufficient to say that Putin's Inner Circle started a war to increase the profits of its companies. Although it is clear that most companies suffered losses due to a sharp drop in profits from the 2020 pandemic, it was difficult to see it as the cause of the war as it was already recovered to 2019 levels in 2021 and was also seen to be profitable at previous years levels in 2022. However, it can be assumed that in 2020 or early 2021, when Putin envisioned and determined to fight the war, it would have influenced the resolution of the war as a special measure to restore the corporate deficit in 2020. In short, two domestic political variables were suggested as direct causes of the war, but it was confirmed that the ‘approval rating’ variable was a more direct and key factor. In the end, Russia's invasion of Ukraine achieved its desired purpose of increasing approval ratings and creating profits for state-owned companies in the short term, but as Finland and Sweden pushed for NATO membership, the anti-Russian atmosphere strengthened and the threat from NATO, the cause of war, increased. This escalation of threats may serve as a pretext for a new war for Putin. If another Russian economic recession and a drop in domestic approval ratings occur, Putin may find another scapegoat under the pretext of wider NATO's domain. This study is meaningful in that it conducted a study on the timing of the war by examining the domestic political level and the international system level together, although the argument seems valid for only one variable. Putin was able to confirm that he uses war to secure support as president and that Russia's unique way of state capitalism influences the war.
