The purpose of this study is to analyze the conceptual limitations of social security theory, such as security targets and security subjects, and to find implications that can be supplemented and overcome from a feminist point of view. Social security deviates from the traditional security discourse that regards the state as a core security target, and considers the identity of social communities and societies as security targets. The Copenhagen School, a pioneer in the field of societal security, insists on the diversification of security targets, paying attention to the recognition of social identity and the identity of different social groups, which operate as a key mechanism for maintaining society. Nevertheless, the logic of the Copenhagen School is that there is not one group identity that an individual can have, but many, that each group of identities can coexist with each other, an identity that reflects not only tribal and cultural identity, but also civic characteristics in a democratic country. It is criticized for not taking into account. In addition, there is a limit in that there is no value judgment on whether social identity, the subject of societal security, contributes positively to the development of individuals and nations. Feminists claim that 'gender' is necessary as a criterion for that value judgment. All feminism share the two perceptions of 'Gender equality orientation' and 'Perspective of the Neighbor', and the goal of these feminism is in line with the definition of social cohesion, an essential object of societal security. The feminist view of the elimination of discrimination against all classes, including gender, and tolerance of the minority and the weak can improve the possibility of mutual coexistence of culturally and class-diverse members of society. Feminism aims to ultimately realize “justice for all kinds of things,” such as gender, race, sexual orientation, class, disability, age, and religion, through its primary goals of “gender equality” and “gender justice.” ‘Feminism for the 99%’ presented by Nancy Fraser, an American philosopher and critical theorist, is the closest feminism to this essential goal, truly liberating from all classes and the most popular feminism. Fraser opposes gender oppression, gender violence, and capitalism and neo-liberalism that reinforces gender class, and sees the multi-layered and multi-class '99%' including women as the subject of social reproduction as the object of feminism. Fraser's feminism is one of the most appropriate tools to realize a society with social cohesion in that various members of society want to escape from discrimination and inequality and gain the right to pursue true freedom. On the other hand, feminism international politics criticizes that the basic concepts of traditional international politics, the state, power, and sovereignty, represent and justify the position of the male ruling class. It also points out that the dichotomous epistemology of internal order and external disorder is similar to the gender dichotomy that separates femininity and masculinity, and this persists in discrimination and oppression of women. Based on these criticisms, feminist security seeks to seek a new kind of security concept including women's experiences and expand the concept of security, breaking away from the traditional national security concept. Ann Tickner, a pioneer of feminist security studies, redefines the concept of security as a multifaceted and multilevel concept of “absence of military, economic, or sexual violence” by taking gender into account. Theoretical supplementation of societal security from a feminist perspective helps to more appropriately explain the reality of societal security in Korea today. Korean society is a society in which societal security capabilities have been weakened from a feminist point of view. The traditional identity of Korean society has characteristics such as authoritarianism and militarism due to the influence of Confucian culture and special historical experiences. This, combined with the patriarchal hierarchy, contributed to the firm establishment of gender inequality from the family unit to the national unit. On the other hand, the emergence of an ‘anti-feminist identity group’ that occurred among young men in their 20s is evidence that an ‘anti-feminist backlash’ has occurred in Korean society. It means that oppression and discrimination against social minorities, including women, continue to be maintained as traditional identities jump on the bandwagon. This study proposes to express the social cohesiveness of a society that includes the general consensus of social members on gender equality and gender-neutral perspectives as 'gender social cohesion'. In addition, by reflecting the positive value of female characteristics in creating a future-oriented new identity in Korean society, if a gender-neutral collective identity with social consensus on feminism exists, strong societal security and gender social cohesion can be fostered.
