This study is a basic research to select the optimal site by considering coastal disasters as the top priority in relation to offshore wind power, which has recently been in the spotlight around the world. In consideration of geographical advantages, the south and west coasts of the Korean Peninsula were selected as study targets, and 64 detailed sectors were configured to analyze which areas were statistically least affected by coastal disasters, especially earthquakes and typhoons, over the past decades. To this end, safety against offshore extreme conditions was evaluated based on observation dataset of typhoons and earthquakes in Korea in the past. In consideration of various factors, the earthquake risk index (ERI) and the typhoon risk index (TRI) were calculated, respectively, and visually analyzed which sea areas are spatially high and low through GIS analysis. In the case of earthquakes, the ground risk coefficient was considered according to the type of subsea geology, and the earthquake risk index was calculated by determining the magnitude of the earthquake, the radius of influence by magnitude, and the number of occurrences as the main factors. In the case of typhoons, the typhoon risk index was calculated by determining the storm radius, the number of typhoon passing through, and the lowest central air pressure by typhoon movement path as the main factors. From an earthquake point of view, Gochang, Buan and Yeonggwang were the most dangerous areas, while from a typhoon point of view, sea area near Goheung and Yeosu were the most dangerous areas. In the case of the earthquake risk index, the depth of domestic earthquakes is generally 8 to 15 km, and the distance between the earthquake observation sensor installed on the ground and the epicenter is not far, also there is no special verification method other than observation by the sensor. So it can be satisfied with the reliability of calculating the risk index considering major observation factors and ground risk coefficients. In the case of the typhoon risk index, it was calculated based on the results of predicting and monitoring typhoons with satellite/radar/ numerical models by the Korea Meteorological Administration. However, due to the reliability and uncertainty of data based on satellites, radars, and numerical models, it was judged that verification with on-site measurement data was necessary. Accordingly, The extreme wind speed in the relevant sea area was calculated using the observation data such as the offshore meteorological mast and the offshore LiDAR installed in the research area. Since the actual measurement was conducted in a short period of time, the extreme wind speed was calculated after reflecting the characteristics of local wind resources over the past decades through Measure-Correlate-Prediction (MCP). As a result, extreme wind speeds were calculated based on long-term corrected wind resource data based on actual offshore measurements, and then a procedure was performed to compare them with the previously calculated typhoon risk index. Each scenario consisted of calculating the extreme wind speed using short-term observation data, long-term reanalysis data, and post MCP data, respectively, it was confirmed that the MCP based extreme wind speed was relatively similar to the typhoon risk index. Through this, it was possible to secure the reliability of the typhoon risk index calculated based on satellite/radar/numerical model data from the Korea Meteorological Administration even in the absence of observation data. Based on this, as a result of simultaneously visualizing the typhoon and earthquake risk map by applying the same weighting value, the areas with the lowest risk from earthquakes and typhoons were finally analyzed as the best places for Shinan and Jindo. However, the area selected as a dangerous area from typhoons and earthquakes has been statistically affected by earthquakes and typhoons, and cannot be said to be an area where offshore wind farms should not be constructed. Rather, it can be used as a basis for recognizing the need to apply stronger design conditions based on the results of this study that the impact of coastal disasters in the region is high.
