Korea's land use regulation system is operated in a dual form, with planning regulations centered on the special-purpose areas and procedural regulations centered on the permission for development activities. The National Land Planning And Utilization Act was enacted in 2003 to introduce urban planning techniques to non-urban areas, but due to the wide scope of development activities permitted in Planned Control Areas allowed the location of buildings without separate planning, and houses, factories, livestock farms, etc. were mixed, and causing a lack of infrastructure, including public sewage treatment facilities, causing environmental problems. The purpose of this study is to derive problems by examining the current non-urban area management system, such as the zoning system and planned location system, and to analyze the effectiveness of the growth management plan through case studies. Through this, we will look into how the non-urban area management system can be improved to prevent indiscriminate development of land and make growth management plans effective. The government introduced a simpler type of growth management plan than the district unit plan in 2013 to reduce the cost and time of development activities while providing the basis for planned development to solve the problem of reckless development such as lack of infrastructure and damage to the landscape due to the individual disordered location of factories and warehouses in areas with high development pressure. The growth management plan is an auxiliary means for permission for development activities, and can alleviate density, but it cannot alleviate use, so it has limitations as a means of inducing location. In particular, in planned control areas, the building-to-land ratio and floor area ratio of buildings are lower than the legal limit, so the effectiveness of density alleviation incentives is expected to be low. As a result of the actual case study, the rate of incentive granting in planned control areas was found to be very low, and the effectiveness of incentives was found to be low. This may cause the growth management plan to be perceived as regulation, creating a balloon effect in nearby areas. In the case of planned control areas, most facilities are permitted due to negative use regulations, making it difficult to induce location through additional relaxations. Therefore, in order to get local governments and residents to actively engage in developing growth management plans restrictions on activities in existing use areas must be strengthened and relaxed the allowable use through growth management plans. As a result of the analysis of the resident survey, the approval rate for the industrial-type growth management planning zone was higher than that for the neighborhood-type and residential-type areas. This is believed to be because it has become impossible to build factories and manufacturing plants in areas where growth management plans have not been established, and such guidance measures also need to be prepared for the stable establishment of the system. Additionally, it was found that holding a system briefing session during the drafting process can increase residents' understanding and prevent unnecessary misunderstandings. There is a need to reorganize the use area system so that the identity of the management area can be clearly distinguished by redefining the permit standards for non-urban areas or incorporating the management area into the vertical use area classification system, and that limited development is possible only through district-level plans or growth management plans. In addition, to prevent waste of administrative power, use areas are granted to areas released from conservation mountain areas and agricultural promotion areas without separate administrative procedures, strengthen the requirements for conversion in conservation mountain areas, and reorganize the management system so that accommodation facilities can only be made through planned locations such as district unit planning areas or growth management planning areas.
