A Case Study on the Experience in Using of Self-reliance Integrated Service for Youth Preparing for Independence with the End of Protection -Focusing on those who have used the Daegu Self-Reliance Integrated Support Center-원문보기

At the age of 24, the protection is terminated in accordance with the Child Welfare Act, and children who are protected outside the home will take the first step toward a society for independent living on their own. After the end of protection, the self-reliance of young people preparing for self-reliance requires not only safe housing, but also training and support of social relations such as financial stability, psychological and emotional anxiety, and providing opportunities for career employment. Therefore, it is very important that the self-reliance integration service is provided continuously and integrally in a process that meets their needs when the self-reliance preparation youth enter society, and for this purpose, efforts to improve the quality as well as the quantity of the service must be made in parallel. This study attempted to find a way for more effective self-reliance integration services through qualitative improvement of self-reliance integration services that support the stable social settlement of young people preparing for self-reliance at the end of protection. To this end, an in-depth interview was conducted and analyzed on the educational experience of self-reliance preparation before the end of protection and the experience of using customized self-reliance integration services after the end of protection for young people preparing for self-reliance who have experience using customized self-reliance services. The content analysis was analyzed within and between cases, focusing on repetitive words and meanings, and 42 semantic units were derived from 17 subcategories that support this, including 'into the world', 'self-reliance unprepared', 'family unable to be together', 'going this way and that way of a self-reliance independence life', 'obstacle and stepping stone', 'poverty in abundance', and 'standing alone standing together'. As a result of the analysis, it was found that the use of more self-reliance integrated services than self-reliance education in protective facilities was helpful in strengthening practical self-reliance capabilities for young people preparing for self-reliance. Specifically, first, the biggest role of the self-reliance integration support service on the self-reliance of young people preparing for self-reliance was the support and encouragement of reliable adults. Second, it was confirmed that the use of the self-reliance integrated service is likely to lead to a successful settlement of self-reliance life by experiencing early self-reliance after the end of protection during the self-reliance stage. Third, since the propensity of the youth preparing for self-reliance differs in the way and results responding to the hard power faced in the process of self-reliance life, the method to support them required specific and individualized services. Regarding the results of this study, the policy and practical implications for supporting the systematic and stable use of self-reliance integrated services for young people preparing for the end of protection are as follows. First, preparation for self-reliance in facilities was not very helpful for self-reliance due to theory-based education, so it is necessary to switch to 1:1 customized self-reliance education rather than collective education. In particular, it is necessary to understand the characteristics of a child with borderline intelligence that are increasing in each facility and provide self-reliance preparation education and self-reliance support services tailored to the level of the person concerned. Second, it is necessary to secure diversity of choices not only with a single choice of livelihood, but with a second opportunity program to provide an opportunity to fall. Third, it is necessary to systematically support the improvement of self-reliance integration services, self-reliance support systems, and the establishment of a support system that voices policy proposals by revitalizing self-help meetings between self-reliance preparation youth, such as the formation of resident youth autonomous council, so that young people preparing for self-reliance can develop their self-reliance capabilities in line with the definition of the term self-reliance preparation youth. This study has limitations in that it is difficult to generalize the contents of the analysis by analyzing the cases of self-reliance integration support centers in Daegu, and that the ratio of young people preparing for self-reliance is not evenly distributed by child welfare facilities, and that the ratio of students preparing for self-reliance, employment, and job seekers is not considered.
