A Study on the Perception of Private Daycare Directors and Teachers on the Policy of Integration of Early Childhood Education and Childcare원문보기

This researcher accepted the understanding and perception of daycare center directors and teachers regarding the Integration of early childhood education and childcare, and instead took the opposite direction. Two individual interviews and one group interview were conducted with four directors and four childcare teachers working at private daycare centers. The research period is from July to August 2023, and individual and group interviews were conducted with the research participants. Recorded data and researcher diaries were collected to gain an in-depth understanding of the interview contents. The main contents of the research results revealed through this study are summarized as follows. First, due to the understanding and awareness of the policy of Integration of early childhood education and childcare as thought by private daycare center directors and teachers, private daycare center directors and childcare teachers learned information about the Integration of early childhood education and childcare through the media, academic societies, conferences, schools, etc. Research participants had high expectations and interest in the current kindergarten integration policy, but at the same time, they also had high levels of anxiety due to a lack of information due to the opacity of the kindergarten integration process. Research participants had high expectations and interest in the current policy of Integration of early childhood education and childcare, but at the same time, they also had high levels of anxiety due to the lack of information about the opacity of the kindergarten integration process. It was found that, as much as expectations about the Integration of early childhood education and childcare, there was anxiety about the positions and roles of private daycare center directors and childcare teachers regarding the direction of education and childcare. Second, based on the expectations and wishes of private daycare center directors and teachers regarding the policies of Integration of early childhood education and childcare, policies that prioritize infants and parents, which may appear due to a lack of understanding of private daycare centers, and various types of kindergartens and public daycare centers. There was concern about the possibility of a biased reform of the convergence policy that would emphasize superiority. In addition, private daycare center directors and childcare teachers hoped to expand and improve treatment and welfare according to the policy of Integration of early childhood education and childcare, including renewing childcare teacher qualifications and reducing the teacher-to-child ratio. Also, it was mentioned that additional financial support, sufficient replacement manpower, and periodic training are needed to improve the efficiency of private daycare center operation and the expertise of private daycare center directors and teachers. This study was conducted during the process of promoting the Unification of Confucian Schools policy, and the discussion and policy implications based on the results and important meanings are summarized as follows. First, active financial support is needed to improve the quality of education and childcare and strengthen the public nature of private daycare centers. Second, since the qualifications of daycare center directors and childcare teachers need to be upgraded, implementable policies and related guidelines are urgently needed. Third, in addition to the step-by-step integration of policies, campaigns and promotions to improve social awareness are actively needed. In this way, through this study, it was found that the Integration of early childhood education and childcare is not about turning daycare centers into kindergartens, but that it is necessary to consider the maintenance and survival of the various types of strengths that each kindergarten and daycare center has. As well, reflecting the voices of private daycare center directors and childcare teachers, who may otherwise be marginalized, is an essential part of the process of unifying kindergartens for the purpose of unifying education and childcare. Moreover we hope that daycare centers and kindergartens will keep pace while recognizing the care expertise that daycare centers have been in charge of for a long time and promoting the educational aspect of kindergartens.
