납본의 목적은 한 국가 내에서 출판된 문예산출물을 완전하게 보존하기 위한 것으로 지금까지 우리나라를 비롯한 대부분 세계 여러 나라에서 시행된 납본제도는 인쇄형태의 출판물 혹은 오프라인 형식의 전자출판물에 초점을 맞춘 것이다. 인터넷상의 웹 자원, 전자책 등과 같은 온라인 형식의 전자출판물을 국가차원에서 수집하고 보존할 수 있는 납본제도의 보완과 납본시행을 지원하는 시스템 구축이 절대적으로 필요한 시접이다. 본 논고에서는 국내외 납본제도에 있어서의 변화를 전자출판물의 납본절차, 접근, 보존의 측면에 초점을 맞추어 분석하였고 전자출판물 납분을 위해 요구되는 전자출판물 온라인 납본시스템 모델과 시스템 구축시의 기술적, 관리적 측면의 고려 사항을 제시하였다.
