본 연구는 2011년 7월 27일 00:08경 강원도 춘천시 신북읍 천전리 마적산 산지당골에서 발생한 산사태 재난현장에 출동한 춘천소방서 소방공무원들을 대상으로 설문조사를 실시하여 소방의 초기 재난대응에 관한 문제점 및 개선방안을 도출하였다. 연구결과, 의용소방대원에 대한 전문교육실시 및 활용방안 강구, 유관기관 초기 재난대응능력 향상 및 협조체제 구축, 산사태 재난대응 전문교육 강화, 상황관리 및 현장 지휘체계 강화, 신속한 현장응급의료소의 설치 운영, 적절한 자원대기소의 설치 운영, 적절한 통제선의 설치 운영, 적절한 언론통제, 개인 구조장비 및 중장비 연료의 충분한 확보, 휴대용무전기 및 충전기의 충분한 확보, 재난대응에 필요한 소방예산의 확보 등이 필요한 것으로 나타났다.
