전체 학술지 논문 가운데 오픈액세스(Open Access, OA)가 차지하는 비중은 현재 20%-30%에 이르고 있고, 최근에는 출판 즉시 오픈액세스가 가능한 골드 OA에 대한 관심이 높다. 이 연구는 골드 OA를 출판하기 위한 선결 조건인 '논문 처리 수수료(Article Processing Charges, APC)' 지원에 관한 것으로 연구후원기관과 저자의 재직대학에서 어떠한 정책을 수립하여 실천하고 있는지를 알아보았다. 영국을 비롯한 유럽에서는 수년 동안 연구후원기관의 APC 부담에 관한 타당성 검토와 시범사업을 진행하여 왔고, 현재 본격적으로 시행하고 있는 단계이다. 미국을 비롯한 북미에서는 주요 대학도서관을 중심으로 OA 펀드를 조성하여 APC를 지원하고 있다. 반면에 한국은 연구후원기관과 대학에서 논문의 그린 OA를 추진할 뿐, APC를 지원하여 골드 OA를 출판하는 단계에 이르지 못하고 있다. 주제 분야에 따라 다르지만 국제 학술지에 논문을 출판하는 국내 연구자도 적지 않아 이들의 논문이 골드 OA로 출판된다면 국제적인 파급력은 크게 증진될 전망이다. 이에 국내 연구후원기관과 대학도 골드 OA에 관심을 갖고 OA 전문 학술지와 하이브리드 학술지에서 요구하는 APC를 지원하는 방향으로 정책의 기본 틀을 세우려는 노력을 경주해야 할 것으로 보인다.
