본 연구는 김해시 공공도서관 조직의 진단 및 분석을 통해 김해시 공공도서관의 운영 개선을 도모하기 위한 조직 모델을 설계할 목적으로 추진되었다. 이를 위해 문헌연구, 사례조사, FGI 조사 등의 연구방법을 통해 김해시 공공도서관의 조직 모델을 설계하고 조직 재편에 따른 단위도서관별 인력을 재구성하여 제안하였다. 조직 모델은 최종적으로 관련업무 통합 측면 조직, 정책기능 강화 측면 조직, 행정 효율성 강화 측면 조직의 3가지 대안을 설계하였다. 그리고 거시적 및 미시적 접근을 바탕으로 김해시 공공도서관의 필요 인력을 산출한 결과, '벤치마킹 대상 지자체 비교' 방법으로 산출된 필요인원을 가장 실증적인 방안이라고 판단하고 단위도서관별 적정인원으로 구성하였다.
