본 연구는 혁신도시의 지역 특성을 고려한 지역화폐 모델에 관한 연구이다. 국내 지역화폐는 코로나-19의 영향으로 발행 규모가 증가하였지만, 지역의 특성과 환경을 고려하지 않은 채로 운영되고 있어 공동체가 지속해서 참여할 동기가 부족하다는 한계를 가진다. 따라서 지역 현안을 해결하고 공동체가 지속해서 참여할 수 있는 지역화폐 모델에 관한 연구가 필요하였다. 본 연구는 혁신도시의 정책적 특성, 인구성장문제, 정주 및 소비환경을 분석하여 혁신도시의 지역 현안을 도출하였고 이를 해결 및 보완할 수 있도록 이전 공공기관과 지역 공동체가 함께 참여하는 프라이빗 블록체인 시스템 기반 혁신도시형 지역화폐 모델을 제안하였다.

This research strives to find the effective Local Currency Model that considered regional characteristics of Innovation city. Currently, the issuance of the domestic local currency has been increased due to COVID-19 Pandemic, yet most regions operate it in the same way without consideration of the characteristics and environment for each region, which leads to a lack of motivation for local communities to continue to participate. The regional characteristics of innovative cities were analyzed in order of policy characteristics of innovation cities, population growth issues, settlement and consumption environment. The new local currency model was proposed for innovation cities based on a private blockchain system with the participation of public institutions to solve and supplement regional issues.

이는 장기적으로 예산 소모를 가속하며 ‘현금깡’, ‘대리충전’ 같은 부정 사용·유통될 가능성이 커지기 때문이다. 따라서 지역화폐는 지방자치단체에서 시행하는 만큼 제도적 지원 방법을 검토하고 공동체에 정교하면서도 유연한 참여 혜택을 설계하여 지역에서 지속할 수 있도록 하는 것이 필요하다. 이를 위해선 지역화폐의 발행과 유통관점에서도 다양한 방법들이 논의되어야 할 것이다.
이는 지방자치단체별로 지역화폐의 운영 및 관리 방법이 제각각이며 데이터를 관리하는 환경과 여건이 다르기 때문이며 현존하는 데이터는 지역화폐를 핵심 정책으로 추진하거나 행정·연구 여력을 갖춘 지자체로 한정되어있다. 따라서 향후 지역화폐에 대한 데이터 표준화, 관리체계 구축이 필요할 것이며 본 연구의 객관성 확보에도 활용될 수 있을 것이다.
본 연구는 폭발적으로 증가하는 국내 지역화폐 추세에 맞춰 지역의 특성을 고려한 지역화폐 설계의 필요성과 혁신도시형 지역화폐 모델을 제시하였으나 유사한 방법이나 모델이 현존하거나 실증연구가 이루어진 것이 아니기 때문에 결과를 일반화하기 어렵다는 한계를 피할 수 없다. 즉, 반영된 요소들이 실제 지역화폐의 지속가능성과 활성화에 얼마나 유의한지 설명하기 어렵다는 한계를 가진다.
앞으로는 지역 화폐의 효율적인 운영·관리는 물론 사용자의 번거로움을 최소화할 수 있는 다양한 지역화폐를 개발하고 결합하는 연구도 필요할 것이다.
따라서 마중물이 될 수 있는 다양한 연구가 시도되고 실제로 실험될 기회가 존재한다. 특히 블록체인 기술과 IT 기술을 활용하여 세계 어느 국가보다 신속하게 지역화폐 시스템과 모델을 보급하고 확장할 수 있는 잠재력을 가지고 있어 국내에서도 다양한 연구와 시도가 이루어지길 기대하는 바이다.
