코로나19의 장기화로 인해 북한이탈주민이 경제적으로 어려움을 겪고 있는 문제를 해결하고자 창업에 관한 관심이 고조되고 있다. 이에, 본 연구는 정권의 기조에 따른 창업지원 정책을 살펴보기 위해 최근 정권과 직전 정권기간을 연구대상으로, 북한이탈주민 창업에 대한 뉴스 데이터 텍스트마이닝을 통해 주요 토픽을 발굴하고자 하였다. 추가로 창업경험이 있는 북한이탈주민과의 인터뷰를 통해 성공적인 창업을 위한 주요요인을 도출하였다. 분석결과 북한이탈주민의 창업과 관련된 정책은 여성 및 청년을 대상으로 집중하고, 전문화된 창업교육과 금융 및 자금지원을 적극적으로 확대하는 것이 필요하며, 실질적이고 지속적인 창업 교육 프로그램이 필요하다는 것을 확인하였다.
