전 세계 산림 면적이 여전히 감소하고 있는 가운데 산림을 포함한 육상생태계의 보전은 지구 공동체가 함께 달성해야 할 지속가능발전목표 중 하나로 이를 달성하기 위한 국제사회의 적극적인 노력이 요구된다. 공적개발원조 사업의 대상국은 전통적으로 국가이익을 고려하여 결정되었으나 최근 글로벌 규범인 지속가능발전목표가 국내의 공적개발원조 전략에 내재화됨에 따라 산림 부문 ODA 대상국 탐색이 다각적으로 이루어질 필요가 있다. 본 연구에서는 산림 파괴가 심한 개도국을 대상으로 기후변화 대응, 생물다양성 보전, 사막화 방지 측면에서 국가의 경제·사회·환경 부문의 이행 준비 및 필요성을 분석하여 '그린 ODA'에 충족될 수 있는 협력 대상국을 제시하였다. 본 연구의 결과는 기존의 산림 협력이 중점적으로 이루어진 아시아 국가에서 나아가 남아메리카와 아프리카 국가로 산림 협력의 확대가 필요한 것으로 나타났다. 또한 식량·에너지·수자원·산불 등 산림 전용요인의 근본적인 해결을 위하여 녹색기술과의 융·복합을 추진하고 사업 활동과 재원, 참여자의 다각화를 통해 산림분야 양자 ODA를 확대하는 방안을 제시하였다. 본 연구는 산림 부문 양자 협력 대상국 범위를 확대하는데 있어 산림 파괴가 진행 중인 전 세계 국가를 대상으로 장기적인 전략 수립을 위한 기초 정보를 제공하는데 기여할 수 있다.

While deforestation and forest degradation has continued globally, global society has been making efforts to prevent deforestation towards sustainable development. Reforestation in developing countries is linked to Sustainable Development Goals (SDGs) such as climate change mitigation, conservation of biodiversity, eradication of poverty and upholding of human rights. Forest official development assistance (ODA) restores the global forest land, and increases the public benefit. Bilateral forest ODA projects of the Republic of Korea have gradually increased and most of those projects have currently been concentrated in Asian countries. Selecting recipient countries for forest ODA requires more comprehensive approach since the global goals for sustainable development has been widely adapted to ODA strategic plans. We proposed potentially promising countries that are eligible for receiving 'Green ODA' in perspective of economic, social and environment to implement reducing emissions from deforestation and degradation (REDD+), conserving biodiversity, and combating desertification. As a result, the study suggests that forestry cooperation could be expanded from Asian countries more toward South America and African countries. In addition, we emphasized the need to promote convergence and integration with green technology to fundamentally solve the negative impacts of deforestation such as food, energy, water resource shortages, and forest fires. We advocated expanding bilateral ODA in the forestry sector through diversification of project activities, financial sources, and participants. Our study can contribute to the provision of basic information for establishing long-term strategies to expand bilateral cooperation in the forestry sector.

제안 방법

본 연구는 전 지구적인 산림 파괴 문제 해결에 기여하기 위한 측면에서 산림전용률이 높은 국가를 중심으로 우리나라와의 협력관계, 사회·경제적 여건, Green ODA 글로벌 이슈(기후변화 대응, 생물다양성 보전, 사막화 방지)에 대한 이행 준비 및 필요성을 고려하여 우리나라의 산림부문 양자 ODA 대상국 범위를 전 세계로 넓히고, 이를 글로벌 목표 달성 관점에서 바라볼 수 있도록 협력 대상국을 조망하였다.
본 연구에서 기후변화 분야에서 중점적으로 살펴본 REDD+의 협력 대상국을 선정하기 위하여 산림전용률이 큰 국가들을 중심으로 산림 면적이 크고 REDD+ 이행을 위한 readiness 구축 현황을 살펴보았다. 이와 함께 전 지구적 산림 생태계서비스 증진을 위해 생물다양성 보전과 사막화방지 분야에서 관심이 필요한 국가를 조망하였다.
사막화방지협약 내 LDN(Land Degradation Neutrality, 토지황폐화중립) 자발적 목표를 수립한 127개 국가를 사막화 방지 ODA 사업 가능 대상국으로 설정하였다(Table 4). 위 구분과 함께 우리나라의 ODA 중점협력국(27개국)과 일반협력국(43개국)을 구분하여 공공과 민간에서의 추진 당위성을 구분하였다.

대상 데이터

본 연구에서는 글로벌 지속가능한 발전목표 SDG no. 15의 달성에 기여하기 위한 한국의 산림 분야 양자 ODA 협력 대상국을 탐색했다. 공여국의 ODA 확대 전략과 수원국의 ODA 지원 당위성으로 구분된 영역에서(Figure 2) 협력 대상국 선정을 위한 세부 기준을 수립하였다(Table 3).
1990년에서 2018년 사이의 산림 감소율을 중심으로 아시아에 6개국, 남아메리카에 13개국, 아프리카에 24개국, 오세아니아에 2개국, 총 45개국이 선별되었다. 대륙별로 아프리카에 가장 많은 국가들이 최근 높은 산림 감소를 겪고 있고 산림 감소율은 남아메리카가 10.
식물 종의 수는 유엔환경계획 세계보전모니터링센터(the World Conservation Monitoring Centre of the United Nations Environment Programme; UNEP-WCMC)에서 2004년도에 배포한 자료를 이용하였고 양서류, 어류, 파충류, 새, 포유류는 아래 표의 출처에서 발표하는 자료를 이용하였다(Table 4). 사막화방지협약 내 LDN(Land Degradation Neutrality, 토지황폐화중립) 자발적 목표를 수립한 127개 국가를 사막화 방지 ODA 사업 가능 대상국으로 설정하였다(Table 4). 위 구분과 함께 우리나라의 ODA 중점협력국(27개국)과 일반협력국(43개국)을 구분하여 공공과 민간에서의 추진 당위성을 구분하였다.
생물다양성은 관속식물, 어류, 파충류, 포유류, 양서류, 조류를 대상으로 관련 DB를 이용하여 생물다양성 종의 수가 많은 상위 국가를 기준으로 선정하였다. 생물다양성 분야의 ODA 대상국 선정을 위하여 231개국 중 생물다양성 전체 수를 기준으로 상위 50위에 속하는 국가를 선별하였다. 식물 종의 수는 유엔환경계획 세계보전모니터링센터(the World Conservation Monitoring Centre of the United Nations Environment Programme; UNEP-WCMC)에서 2004년도에 배포한 자료를 이용하였고 양서류, 어류, 파충류, 새, 포유류는 아래 표의 출처에서 발표하는 자료를 이용하였다(Table 4).
OECD DAC에서는 1998년도부터 기후변화, 생물다양성, 사막화 방지 부문에 투입되는 ODA 개발 재원의 흐름을 파악하면서 산림분야 ODA 추진의 세 가지 분야에 대한 주요 · 부수 목적 여부를 추적하고 있다. 수원국의 산림 분야 ODA 지원 기준으로 수원국의 경제적 수준과 글로벌 지속가능한 발전 목표 달성을 위해 1992년 리우회의에서 채택된 UN 세계 3대 환경협약(기후변화협약, 생물다양성협약, 사막화방지협약)을 고려하였다.
생물다양성 분야의 ODA 대상국 선정을 위하여 231개국 중 생물다양성 전체 수를 기준으로 상위 50위에 속하는 국가를 선별하였다. 식물 종의 수는 유엔환경계획 세계보전모니터링센터(the World Conservation Monitoring Centre of the United Nations Environment Programme; UNEP-WCMC)에서 2004년도에 배포한 자료를 이용하였고 양서류, 어류, 파충류, 새, 포유류는 아래 표의 출처에서 발표하는 자료를 이용하였다(Table 4). 사막화방지협약 내 LDN(Land Degradation Neutrality, 토지황폐화중립) 자발적 목표를 수립한 127개 국가를 사막화 방지 ODA 사업 가능 대상국으로 설정하였다(Table 4).

이론/모형

본 연구에서는 체계적인 산림 분야 ODA 협력 대상국 선정을 위하여 PRISMA 2020의 정의(identification), 선별(screening), 선정(included) 단계에 따라 산림 분야 ODA 대상국 적격성 기준을 아래의 표와 같이 적용하였다.

성능/효과

45개 국가 중 생물다양성이 높은 니카라과와 파라과이는 각각 23.2%, 22.4%(’90~’18)의 가장 높은 산림 감소가 진행되고 있었고 이 국가들의 최근 5년간의 산림 감소율은 각각 3.4%, 4.2%로 매우 가파르게 진행 중인 것으로 나타났다
2천만 ha으로 전 세계 산림 면적의 4%, 17%, 7%에 해당한다. 대상국의 산림 면적 크기는 남아메리카가 가장 높았고 평균 면적도 남아메리카가 가장 높았다. 반면 산림률은 아시아 국가의 평균이 약 60%로 가장 높았고, 아프리카가 약 35.
본 연구는 기후변화 대응과 생물다양성 보전, 사막화 방지를 위한 국가군을 거시적으로 탐색하였다. 산림 부문의 양자 ODA에 민간의 참여를 확대하고 융ㆍ복합 기술의 적용을 통해 재원의 규모와 대상국과 사업 활동의 범위를 확대하는 전략이 필요한 시점에서 대상국 탐색을 통해 산림 ODA 추진의 초기 단계에 필요한 기초 정보를 제공할 수 있다. 또한 장기적인 ODA 전략을 수립하는데 중요한 정보를 관련 이해관계자들에게 제공할 수 있다.
아프리카에서 산림전용이 높은 24개 모든 국가가 사막화방지를 위한 LDN을 제출하고 있어 이들 국가들의 사막화 방지에 대한 중요성 인식과 의지를 확인할 수 있었다. 아시아는 3개국(인도네시아, 미얀마, 라오스)가 LDN을 제출하였고 중남미에서는 13개국 중 11개국이 LDN을 제출하였다.
이상의 결과에서 REDD+ 감축 잠재량이 높고 이행 준비 기반이 잘 갖추어진 국가는 인도네시아, 브라질, 콜롬비아로 나타났다. 인도네시아와 콜롬비아는 우리나라 ODA 중점협력국이고, 인도네시아와 브라질은 우리나라 양자 산림 협력 약정을 체결하고 있어 ODA 사업을 추진할 수 있는 협력 기반이 마련되어 있다.

후속연구

농업 분야 소득 증진 사업과 연계한 빈곤 퇴치, 인권 및 젠더 문제 등 사회안전망 구축을 연계하고 정보·통신 분야와 연계한 국가단위 산림 모니터링 시스템 구축을 지원하는 사업을 모색할 수 있을 것이다
또한 식생 조성을 위한 수자원 조달, 대체연료 또는 고효율 연료 이용 장치를 적용한 에너지 문제 개선, 혼농 임·어업을 통한 식량 문제 해결, 산림 파괴에 영향을 주는 관행 개선을 위한 교육, 조림/육림 및 산림 모니터링 IOT 기술 이전 등 사회 전반적인 요인에 대한 종합적 접근을 통해 타분야의 기술과 융합한 ODA 사업으로 확장하고 다양한 사업 행위자의 참여를 확대시킬 수 있을 것이다.
산림전용률이 높은 45개 국가는 아시아와 중남미, 아프리카의 열대 지역을 대면적으로 관통하고 하고 있다(Figure 3). 산림 생태계의 수직적인 이해와 함께 수평적인 지리적 공간을 고려한 과학적이고 체계적인 산림과학 기술에 기반하여 장기적인 ODA 전략 수립에 대한 고려가 필요할 것이다.
