There needs to be continuous discussion and decision-making on the specific range and methods of supporting different types of the socially vulnerable according to the changes in their economic circumstances or financial conditions. On the issue of gender equality, for example, the method or degree of its realization will change according to how it is perceived in society. There will also need to be new plans to deal with changing times regarding the issue of human rights for foreign workers or of living in a multicultural or multinational age.
