In this thesis, I examined the characteristics of modern Japanese perception of Korea and the inter-relationship of colonial policy theory, by inquiring into the background of the colonial policy theory of Sato-Shoske(佐藤昌介) and Yanaihara-Tadao(矢內原忠雄), its concrete logical development, and the relation with the colony. Then Sato-Shoske, who founded ‘the Great Hokkaido School’, suggested the theory of ‘abroad colony’ instead of ‘domestic colony’ to promote abroad agricultural colony actively. Considering that the ‘developing’ experience of domestic colony, Hokkaido was the pre-history of substantial colony occupation, I think the genealogy of Japanese colonial policy theory went back to the Sappro agricultural school. Sato-Shoske and his contemporary Nitobe-Inazo have had great influence on the development of Japanese colonial policy theory. Yanaihara-Tadao, as their successor, has concreted Japanese colonial policy theory in a more strict meaning.
