본 연구는 여성빈곤을 경제ㆍ제도ㆍ가족구조적 영역에서 발생하는 여성차별적인 구조에 기인한다고 파악하고, 이를 성차별적인 노동시장구조, 남성주도적인 사회보장정책, 가부장적 가치에 기반을 둔 가족생활구조를 중심으로 분석하고 있다.
외환위기 이후 심화된 여성의 빈곤화 현상은 구조 조정시 우선적으로 해고되었던 여성실직자의 증가와 최근 경기악화로 인해 여성의 구직이 더욱 어렵게 됨으로써 악화되고 있는 실정이다. 1999년 이후 경제성장률과 실업률은 회복되어 왔으나 여성 빈곤계층의 비중은 감소하지 않고 있으며 이는 최근 증가하고 있는 이혼 및 가족해체 등으로 인해 생계의 위협을 느끼는 여성의 증가로 더욱 심화되고 있다. 그러나 현실은 여성의 빈곤화에 대한 정확한 실태파악도 되어있지 않고, 원인 역시 파악되고 있지 않아 여성의 빈곤화가 가지는 다양한 원인에 기초한 성 인지적 빈곤정책 제안이 어려운 실정이다.
따라서 본 연구는 여성빈곤 극복을 위해 우선적으로 요구되는 기본정책 및 추후 검토과제를 마련하여 각 영역별 빈곤원인의 발생경로를 체계적으로 살펴보고 이를 차단함으로써 여성빈곤 전반에 대한 탈빈곤정책 뿐만 아니라, 다양한 여성빈곤계층 각각의 욕구를 최소한 충족시킬 수 있는‘맞춤형 빈곤 대책’수립에 집중하고자 한다.

In exploring why women are more likely to be poor, this article analyzes the unequal labor market structure, male-oriented social security policies, and patriarchic family structure, which are deeply embedded in gender inequalities and discrimination against women. Large dismissal of women during the financial crisis in 1997~1998 and women’s difficulty in finding jobs under the recent economic recession have made women’s poverty as a serious policy issue in Korea. Even though economic growth rate and unemployment rate have been recovered since 1999, the number of poor women has not decreased. Furthermore, the increase of the number of women in financial difficulties after divorce or family break-up makes the problem worse. Despite this acute policy need, seriousness of the situation as well as causes for women’s poverty have not been appropriately investigated yet. This article aims to provide a brief overview of “feminization of poverty” in Korea and to set up policy priorities for women’s depovertization. To cope with the issue of women’s poverty, this article suggests that social safety net needs to be strengthened and educational opportunities and social employment are to be widened in more “demandtailored” way. Such tailored poverty policies may contribute to the substantial decrease in women’s poverty by providing them with minimum support to meet their daily needs.
