Since having been introduced for the first time in New Zealand in 1926, child allowance system is now one of the major social security programmes, with 88 countries around the world practicing it in 1999. Given that Korea has been facing an increasing demand for socially provided child protection for the last years, it seems appropriate that we explore how, and in what form, to introduce it. As an preliminary work for this purpose, this paper examines child allowance programmes, which are under practice in the advanced welfare states, by using the framework suggested by N. Gilbert and P. Terrell in which a welfare programme is argued as consisting of the following four components: allocation, provision, delivery system and finance. Regarding benefit allocation, all examined countries provide benefits in the order of children's birth. France, Britain and Australia provide benefits for the families with child under age 16, while Germany under age 18 and Japan under age 9. With respect to provision, all the countries maintain universal principle but differ in benefit level. Service delivery system is also not the same among the countries. In term of financing, its total cost is paid by government in Britain, Germany and Australia, while shared by employer and government in France, and shared in tripartite principle by National Treasury, prefecture, and city or town in Japan. In conclusion, this article suggests the introduction of universal child allowance system to Korea.
