The Role and Status of the Military in the Advanced Democratic Society"-The Scheme for Development of the Civil-Military Relations-

The main purpose of this paper is to study what is the appropriate civilmilitary relations and how the relationship has been changed in Korea particularly in the post-cold war era. Particulary, this paper investigates the ways to build up civil-military confidence. Therefore this paper has two main objects. The one is to search a suitable model of civil-military relations in Korea. The other is to find up the building up civil-military confidence is a very important element of national power. In consquence of collapse of the cold war system and formation of new international order, struggle of political systems and ideological conflict between the east and the west had gone into history and a new period of economic war has come. In the process to form this new international order, regional conflicts occur more than before instead of the relaxation of international tensions. Viewing this point, the basic role of the military to protect national security is as important as it before. Due to the international and domestic change, the military has an extended social role together with their original role. It would be anachronistic to look at the civil and the military separately and the study on CBNs between them. Civil-military relations of western advanced nations have been relatively balanced and are very stable now. There are some features in common for those nations in terms of the fixed present civil-military relations. First, it is fixation of the military professionalism. Second, it is another feature that the military is generally controlled by the civilians. Western advanced nations establish clear-cut lines of political sphere and military-security sphere. However in those nations, civil politicians have intention to ensure autonomy and independency of the military. Third, as fundermental base to let two features mentioned above be possible, they have stable and developmental democratic system within their societies. When a nation is democraticalized smoothly in political and social field, it also could be expented the stable civil-military relations and these development. Although western advanced nations have some features in common, each nation has different civil-military relations according to its historical background and security enviroment in practice. Most of advances nations have "civil-military polity" keeps stable balance betwwen the civil and the military. In this policy, there is balance between authority of civil government and systematic force of military. Korean people refuse the military intervention in politics because of their historical experience and anti-military emotion even though role of the military is very important as ever in Korea because of its security environment and various circumstances of society. Therefore it will be the best and first way to develop civil-military relations to build up confidencd between the civil and the military. To achieve this, the military ought to go to a way to be professionalized and the civilian ought to throw a way negative perception toward the military, and consequently both the civilian and the military ought to possess companionship each other. In addition, we ought to carry out not only a long-term objective as an ideal model but also short-term and concrete programs to improve civil-military relations at the same times. National morale have much correlations with military morale as element of military strength. When the government represents the people's intention well and acts according to the people's desire, the integration between the people and the government becomes higher and also national morale is raised. In Korea, the people's sopport to the government was low owing to the military intervention in politics and so national morale was very low, too. Due to the military intervention in politics, the people had resisted against the government and this resistance was continued to create a negative perception on the military and so b
