The educational authorities and universities of Korea, Japan and China have been actively propelling university reforms toward 21st century since 1990’s. These reforms have been matched with the trends of higher education reforms in the global level and the model of reforms has, on the whole, pulled down from the universities of U.S.A. As the results, we can see many common features summarized into the opening, diversification, high-levelling, and marketization of higher education in the three countries’ reforms. There are also competitions and mutual influences of reform policies among the three countries. But, there are not a few differences in the processes and contents of higher education reforms among those countries. This paper tries to compare them focusing on organization reforms. Among three countries, China’s reforms reveals the most fast and radical facets. Japan has experienced slow and gradual reforms, but the scope and speed of her reforms became faster recently. On the other hand, Korea has experienced rather fast and active reforms until recently, but is now in some stagnant state. These differences come from the institutional and cultural background of higher education in each country, the political, economic, social, and international environment placed by each country, and the power relations among stake holders of university system. Under these conditions, it is very important that the educational authorities of each country could acquire the agreement and participation of stake holders on the ground of policy congruence. But the educational authorities of Korea have some difficulties with driving forward fundamental reforms because they have failed to persuade them.
