이 글은 세계화의 진전과 함께 여성비안보가 확산됨에도 불구하고 가시적이지 못하다는 문제의식에서 출발하여 한국사회에서 세계화의 진전과 함께 한국의 여성안보가 어떤 상황에 있는지 영역별로 살펴보려는 시도이다. 이를 위해 먼저 여성안보의 변화에 영향을 주는 배경과 맥락으로서 세계화의 개념과 과정을 논의하고 다음으로 세계화의 진행에 따른 여성안보 변화를 네 영역으로 나누어 영역별로 살펴보고, 끝으로 세계화가 여성에게 미친 영향에 대한 이러한 논의에 기반하여 탈냉전과 “새로운 전쟁”의 세계적 추세속에서 어떠한 새로운 평화와 안보의 패러다임으로의 전환이 필요한지, 여성은 이에서 어떤 중요한 역할을 해야 하는지 제안해 보았다.
세계화의 진전에 따른 한국의 여성안보 현황을 네 영역별로 살펴본 결과는 다음과 같다. 먼저 국가영역에서는 탈냉전과 민주주의의 확산에도 불구하고 평화통일, 외교 안보 분야에 여성이 소외되어 있고 여성관점이 부재하다는 문제가 있고, 성과로서는 인간안보에 대한 관심이 증가하였다는 것을 들 수 있었다. 경제영역에서는 신자유주의의 확대로 양극화와 여성의 빈곤화, 노동의 유연화와 여성의 비정규직화 등 차별의 문제가 있고, 성과로서는 인간개발에 대한 관심이 성장했다는 것을 들 수 있었다. 사회/가족 영역에서는 개인주의의 확산으로 인한 혼인감소, 이혼증가, 저출산의 문제, 국제결혼의 증가와 이주여성에 대한 차별과 폭력, 성폭력 등의 증가를 들 수 있고, 성과로서는 인권에 대한 관심의 증대, 차별과 폭력의 가시화 및 사회문제화를 들 수 있었다. 공론영역에서는 초국민적 커뮤니케이션의 부상과 이로 인한 초국민적 문화와 가치의 확산을 들 수 있는데, 구체적으로 국제기구 및 국제담론의 발전과 여성학, 여성운동의 발전을 들 수 있었다.

This article, with the problem-consciousness that women"s insecurity is invisible, even though it is increasing with globalization, is aimed to study the present status of women"s security in Korea with globalization, It first discusses the concept and process of globalization as a background and context of change in women"s security. Then, it analyzes women"s security in Korea with globalization in terms of four fields, that is, national and international, economic, social/family, and public realm. Based on these discussions and analyses, I attempt to propose a vision and strategy for women"s security in globalizing era. The findings are as follows: First, in the field of national and international field, it was found out that despite the international trend of globalization and the dispersion of democracy, women"s participation in unification, international relations, and security were very scarce, and women"s point-of-views were hard to find, with a good result being the increase of interest in human security. Second, in the economic field with the dispersion of neo-liberalism, women were found to have suffered from polarization and poverty, irregular work, and career interruption due to childbirth and child-raising, with a good result being an increase of interest in human development. Third, in the social/family field, with dispersion of individualism, there were a decrease of marriage, an increase in divorce, and low child-birth rate. And with an increase of international marriage, discrimination and violence toward migrant women also increased. On the other hand, interest in human rights increased and problems of discrimination and violence became visible and began to be considered as social problems. Fourth, in the public realm, with the rise of transnational communication global culture and dicourse were dispersed together with the activation of international organs, on the one hand, and women"s studies and women"s movements were activated to help develop women"s security in Korea. Based on these discussions, I tried to propose a positive peace, gender-neutral global security as a vision of women"s security to pursue in the globalizing era, and women"s active intervention, international solidarity, and women"s peace movements as women"s role to further women"s security.
