Non-human actors relating to diverse spy cases such as a poisoned needle, a debok, a table of random numbers, a shortwave broadcasting can work as ‘immutable mobiles’ by recalling Korean’s war memories and fundamental fears to communist. First, This article discuss the possibilities of which a spy case can be regarded as ‘black box’ that is the punctualized different networks to a single actor or a single object. Second, the two different types of this ‘puctulization’ process such as ‘a spy-making case’ and ‘a spy-becoming case’ are examined. Through the analysis of spy cases by appling Michel Callon’s four steps of a translation(Callon, 1986) ― that is problematization, interessement, enrolement, mobilization, I found the general public in the age of information aren’t able to trust the intelligence agencies and the media. Moreover, people deprive them of a spokesperson in the case of spy. Therefore, the intelligence agencies and the media fail to enlist people to their own actor-network. The new actor-network enroll new actors with a new translation process. This is all new system of the making or becoming spies and the making lots of korean political issues.
