A barrier aerosol package wherein a product bag is positioned in a container and has the upper portion gathered and sealed to the container curl defining a valve cup receiving opening. A tool is provided for receiving the upper part of the product bag and supporting the bag for the application of a band of adhesive, after which the tool is utilized to collapse the bag while uniformly folding or gathering that part of the bag to which the adhesive has been applied.
