A method of synthesizing cyclotetramethylenetetranitramine (HMX), comprising: (a) providing an electrochemical cell including a cathode disposed in a cathode compartment and an anode disposed in an anode compartment, said anode and cathode being operatively connected to a power source; (b) placing a solution of N2O4/HNO3 within said anode compartment, and a solution of HNO3 in said cathode compartment; (c) applying and maintaining a controlled potential of about 1.35 to 2.00 V vs. SCE between said N2O4/HNO3 solution and said anode; (d) forming N2O5 as a product step of (c) above through the application of said potential; (e) adding said N2O5 formed in step (d) to a solution selected from 1,5-diacetyl-3,7-dinitro-1,3,5,7-tetraazacyclooctane (DADN) or 1,3,5,7-tetracetyl-1,3,5,7-tetraazacyclooctane (TAT), wherein the molar ratio of N2O5 to DADN or TAT is about 3.6; (f) heating the solution formed in step (e) to a temperature of about 35°-45°C.; (g) adding the product formed from step (f) to water; and (h) forming HMX as a product of step (g).
