The present invention is a thermal and acoustical insulation wall panel assembly that incorporates a synthetic vinyl. This panel assembly reduces the amount of hazardous waste and the cost of manufacturing, shipping and installing the insulation. The panel is comprised of a plurality of superimposed layers. One layer is a rigid facing which is preferably corrugated for supporting the panel.
