In the first step of this process, a multiplicity of at least four gas banks is filled with compressed gas to a specified pressure, the gas pressure in each of the gas banks is sequentially measured, a control system sequentially selects one of the gas banks and withdraws gas from it to the device to be filled until the rate of gas flow is less than optimum, the control system then withdraws gas from the next sequential of the gas banks while replenishing the gas in the first depleted of said gas banks.
