The handle portion includes a plurality of removably engageable segments. The head is threadedly connected to the handle portion, the head including a flow control device therein, the flow control device having structure forming flow control ports therein, the head, the handle segment and the flow control device configured such that the flow control ports are open when the handle segment is in its most distal position from the head, and the flow control ports are closed when the handle segment is in its nearest position to the head.
