Attached to the wall of a structure is a first vertical panel having a top edge and a bottom edge. A base portion is attached to and extends from the bottom edge of the first vertical panel such that the base portion and the first vertical panel form an oblique angle with one another. The base portion has an outboard edge with a plurality of holes distributed therealong. A second vertical panel is attached to and extends upward from the outboard edge of the base portion.
