There is provided a manually operated seeding and tilling device having a tubular feed shaft equipped with a seed retaining chamber, a portal for loading the chamber with seeds, a handle for rotating a shaft about an orbital axis, a tined tilling member positioned at a distal end of the shaft and a seed valve regulating device for regulating the dispensing of seeds from the seed chamber.
