The case housing includes a detachable file case door having an exterior wall surface, an interior wall surface and a perimeter edging with a plurality of locking means thereon for covering the interior compartment. Each of the side exterior wall surfaces include a wheel receiving compartment; each of the wheel receiving compartments for receiving a tire wheel and wheel strut having a strut locking knob thereon. A device for supporting a pipe on a substantially horizontal surface, comprising: a base; a structural member extending upward from the base, the structural member having a curvilinear recess for receiving the pipe; pipe positioning means comprising a shaft with a sleeve positioned thereon located in the recess; and means for restraining the shaft vertically relative to the structural member. 10. The device of claim 9, wherein the means for restraining comprises a collar located in the structural member proximate the ends of the shaft. 11. The device of claim 10, wherein the means for restraining comprises a strap encircling the pipe. 12. A method for supporting a pipe, the method comprising: providing a pipe; providing a device containing a base, a structural member extending upward from the base and having a curvilinear recess, and pipe positioning means located in the recess; and placing the pipe within the recess and on the positioning means; wherein the pipe positioning means comprises a shaft with a sleeve positioned thereon. 13. The method of claim 12, further comprising providing the device with means for restricting the location of the pipe positioning means relative to the structural member. 14. The method of claim 12, wherein the base or structural member includes a UV resistant additive. 15. The method of claim 12, wherein the base or structural member comprises polycarbonate resin. 16. A device for supporting a pipe comprising: a base comprising polycarbonate resin; a structural member extending upward from the base, the structural member having a curvilinear recess for receiving the pipe; and pipe positioning means located in the recess; wherein the pipe positioning means comprises a shaft with a sleeve positioned thereon. 17. The device of claim 16, wherein the structural member comprises a polycarbonate resin. 18. The device of claim 16, wherein the polycarbonate resin base and the structural member comprise a UV resistant additive. im 6, wherein at least one leg includes a cap over the bottom end. 11. A method for providing a support frame for a plastic disposable bag, the method comprising: providing a first hoop having a plurality of tabs extending from a center axis of the first hoop, the first hoop further having at least three fasteners; providing a second hoop having at least three collars fixed to the perimeter of the second hoop, the openings of the collars being oriented perpendicular to a plane formed by the second hoop; passing an end of at least three legs through each of the collars of the second hoop, the collars being configured to slideably engage the legs; and securing the top end of at least three legs with the fasteners to the first hoop. 12. The method of claim 11, further comprising: sliding the second hoop along each of the legs until the collars rest against corresponding stops. 13. The method of claim 12, wherein securing the top end of each leg further comprises creating a bend in each of the legs and wherein the bend prevents the second hoop from freely moving in a direction opposite the stops. 14. The method of claim 11, wherein the collar openings are sized to receive the, legs and the stops are sized to prevent sliding of a collar along a leg. 15. The method of claim wherein the collar comprises an over-sized nut welded to the second hoop. 16. The method of claim 11, wherein the stop comprises an over-sized nut welded to a leg. 17. The method of claim 11, wherein the collar comprises a metal ring. 18. The method of claim 11, wherein the collar comprises a metal sleeve. 19. The method of claim 11, wherein the collar has a circular cross-section.
