The device of claim 21, wherein the first and second openings are separated by at least a portion of the compacting member and movement of the loaded portion of the application member from the first position to the second position causes the loaded portion of the application member to pass through the compacting member. 23. The device of claim 22, wherein the movement of the loaded portion from the first position to the second position includes rotation of the application member. 24. The device of claim 23, wherein the application member is rotatable about a pin oriented substantially perpendicular to the substantially circular cross-section of the application member. 25. The device of claim 1, wherein the compacting member comprises an element formed at least partially from a foam material. 26. The device of claim 25, wherein the foam material comprises cells chosen from closed-cells, open-cells, and semi-open cells. 27. The device of claim 26, wherein the foam material comprises an elastomer. 28. The device of claim 27, wherein the elastomer is chosen from a polyurethane and a polyether elastomer. 29. The device of claim 1, wherein the compacting member is mounted proximate a top portion of the reservoir. 30. The device of claim 1, wherein the compacting member defines a passage through which at least the portion of the application member is configured to pass. 31.
