A tie down device having a pulley incorporating a ratchet and a security lock. The tie down device has a housing which encloses a pulley over which is reeved a plastic jacketed metallic stranded cable, a ratchet wheel and associated pawl, and a key operated lock. The housing is formed in two parts united by rivets, and is devoid of externally accessible tool operated fasteners such as screws.
