What is claimed is: 1. A recording medium having a recorded, computer-executable program for performing a one-way-direction data transmission to transmit a common set of rules to each of plural data receiving apparatuses, each said data receiving apparatus controlling at least one controlled apparatus that is one of a predetermined kind of apparatus, wherein different apparatuses of said kind of apparatus have a primary operation function that is common to all said apparatuses of said kind, but wherein different apparatuses of said kind also have different specific parameters that identify different specific features of each data receiving apparatus, and each said data receiving apparatus selecting, from a received said common set of rules, a specific rule corresponding to one of said specific parameters of said at least one controlled apparatus, wherein said specific rule is used to control said at least one controlled apparatus, said computer-executable program causes steps to occur, said steps comprising: generating rules to provide generated rules that include a specific rule corresponding to said specific parameter of each controlled apparatus of said kind of controlled apparatuses; converting said generated rules into converted data to provide a set of rules, and transmitting said converted data to all said plural data receiving apparatuses as said common set of rules. 2. A recording medium as claimed in claim 1, wherein said specific rules include identification information for identifying which said kind of apparatuses use said specific rules. 3. A recording medium having a recorded, computer-executable program for controlling a controlled apparatus that is one of a predetermined kind of apparatus wherein different apparatuses of said kind of apparatus have a primary operation function that is common to all apparatuses of said kind but wherein different apparatuses of said kind also have different specific parameters that identify different specific features of each controlled apparatus, said controlling comprising: at a transmitting side, generating a common set of rules for controlling said primary operation function of all of said apparatuses of said kind, said common set of rules including a specific rule corresponding to one of said specific parameters of each of said controlled apparatuses; converting said common set of rules into transmittable rule data and transmitting said rule data to all said controlled apparatuses at a receiving side; and at said receiving side, receiving transmitted rule data to obtain received rule data; converting said received rule data into rules; storing said rules to provide stored rules; selecting said specific rule from among said stored rules in dependence upon the specific parameter; and controlling said controlled device according to said specific rule without transmitting information to said transmitter side. 4. A recording medium having a recorded, computer-executable program for performing one-way-direction data receiving to control a controlled apparatus of a predetermined kind of controlled apparatus according to a specific rule corresponding to a specific parameter of said one controlled apparatus, said specific parameter identifying a specific feature of said one controlled apparatus, said specific rule being one rule of a common set of rules provided for control over said predetermined kind of controlled apparatuses, wherein said controlled apparatuses of said predetermined kind have a primary operation function that is common to all of said controlled apparatuses, and wherein said one controlled apparatus has a different control parameter than other controlled apparatuses of said predetermined kind of controlled apparatuses, said different control parameter corresponding to said specific feature, said computer-executable program causes steps to occur, said steps comprising: receiving rule data representative of all rules of said common set of rules, said common set of rules having been converted into said rule data and transmitted prior to said receiving; converting said rule data into all said rules; storing all said rules converted from said rule data; and selecting a selected rule from all said rules stored, depending on said specific parameter of said controlled apparatus, whereafter said controlled apparatus is controlled according to said specific rule. 5. A recording medium having a recorded, computer-executable program for performing one-way-direction rule communication to control predetermined controlled apparatuses that are of a predetermined kind of apparatus, wherein different apparatuses of said kind of apparatus have a primary operation function that is common to all apparatuses of said kind, but wherein different apparatuses of said kind also have different specific parameters that identify different specific features of each controlled apparatus, said computer-executable program causes steps to occur, said steps comprising: generating a common set of rules corresponding to said predetermined kind of controlled apparatuses, each said common set of rules including a specific rule corresponding to each specific parameter of each of said controlled apparatuses; converting said common set of rules into rule data; transmitting said rule data to all said controlled apparatuses; receiving all said rule data transmitted; converting said rule data received into said common set of rules; storing said common set of rules; and selecting a selected rule from among said common said set of rules as stored, depending on a said specific parameter of one of said controlled apparatuses, whereby said selected rule is selected based upon a said specific parameter of said at least one of said predetermined controlled apparatuses, and whereafter said controlled apparatus is controlled according to said specific rule. 6. A recording medium having a recorded, computer-executable program for controlling a controlled apparatus of a predetermined kind of controlled apparatus according to a specific rule corresponding to a specific parameter of said one controlled apparatus, said specific parameter identifying a specific feature of said one controlled apparatus, said specific rule being one rule of a common set of rules provided for control over said predetermined kind of controlled apparatuses, wherein said controlled apparatuses of said predetermined kind have a primary operation function that is common to all of said controlled apparatuses, and wherein said one controlled apparatus has a different control parameter than other controlled apparatuses of said predetermined kind of controlled apparatuses, said different control parameter corresponding to said specific feature, said controlling comprising steps, said steps comprising: receiving rule data representative of all rules of said common set of rules, said common set of rules having been converted into said rule data and transmitted prior to said receiving; converting received rule data into all said rules; storing all said rules converted from said received rule data; and selecting a selected rule from all said stored rules, depending on said specific parameter of said controlled apparatus, whereafter said controlled apparatus is controlled according to said specific rule.
