The invention claimed is: 1. A rail mount for adjustably mounting a support arm, the rail mount comprising: a wall mount adapted for attaching to a surface, the wall mount having a pair of elongated rails and an axis defined therebetween; a lower mount received within the pair of elongated rails and having a central opening aligned along the axis; an upper mount received within the pair of elongated rails and having a central opening aligned along the axis; and an endcap adapted to be coupled to the support arm, the endcap having a lower end received within the central opening of the lower mount and an upper end received within the central opening of the upper mount, the endcap rotatable about the axis with the upper and lower mounts; wherein a first one of the lower and upper mounts is adjustable along the pair of elongated rails relative to a second one of the lower and upper mounts. 2. The rail mount of claim 1, further comprising a lower bushing received within the central opening of the lower mount and an upper bushing received within the central opening of the upper mount, the lower end of the endcap being received within the lower bushing and the upper end of the endcap being received within the upper bushing. 3. The rail mount of claim 2, wherein the lower bushing includes a lip disposed between a top portion of the lower mount and the lower end of the endcap. 4. The rail mount of claim 2, wherein the lower bushing includes a top bushing and a bottom bushing, the top bushing being received within a first end of the lower mount central opening and the bottom bushing being received within a second end of the lower mount central opening. 5. The rail mount of claim 4, wherein the top bushing includes a lip disposed between a top portion of the lower mount and the lower end of the endcap. 6. The rail mount of claim 2, wherein the upper bushing includes a lip disposed between a bottom portion of the upper mount and the upper end of the endcap. 7. The rail mount of claim 1, wherein the lower mount is permanently affixed to the wall mount. 8. The rail mount of claim 1, wherein the lower mount is slideably received by the pair of elongated rails. 9. The rail mount of claim 1, wherein the upper mount includes a retaining mechanism for affixing the upper mount to the wall mount. 10. The rail mount of claim 9, wherein the wall mount includes a hole formed therein and the retaining mechanism includes a hole positioned for alignment with the wall mount hole, and the aligned holes are adapted to receive a fastener so as to secure the retaining mechanism to the wall mount. 11. The rail mount of claim 1, wherein the upper mount is slideably received by the pair of elongated rails. 12. The rail mount of claim 1, further including a locking mechanism adapted to prevent rotation of the endcap about the axis. 13. The rail mount of claim 12, wherein the locking mechanism is a set screw. 14. The rail mount of claim 13, wherein the set screw is adapted to threadedly engage the upper mount and the upper bushing. 15. The rail mount of claim 13, wherein the set screw is adapted to threadedly engage the lower mount and the lower bushing. 16. The rail mount of claim 1, wherein the lower mount comprises a body having the central opening therein, a T structure attached to the body and a pair of flanges disposed on either side of the body, wherein the T structure is insertable into the pair of elongated rails along a first face thereof and the pair of flanges is disposed over of the pair of elongated rails along a second face thereof. 17. The rail mount of claim 16, wherein the lower mount is permanently affixed to the wall mount by securing a portion of the T structure to the wall mount. 18. The rail mount of claim 16, wherein the lower mount is permanently affixed to the wall mount by securing the pair of flanges to the second face of the elongated rails. 19. The rail mount of claim 1, wherein the upper mount comprises a body having the central opening therein, a T structure attached to the body and a pair of flanges disposed on either side of the body, wherein the T structure is insertable into the pair of elongated rails along a first face thereof and the pair of flanges is disposed over of the pair of elongated rails along a second face thereof. 20. The rail mount of claim 19, wherein the T structure is an extended T structure having a retaining mechanism for affixing the upper mount to the wall mount. 21. The rail mount of claim 20, wherein the wall mount includes a hole formed therein and the retaining mechanism includes a hole positioned for alignment with the wall mount hole, and the aligned holes are adapted to receive a fastener so as to secure the retaining mechanism to the wall mount. 22. The rail mount of claim 1, further comprising a lower shaft attached to the lower end of the endcap and an upper shaft attached to the upper end of the endcap, wherein the lower shaft is received within the central opening of the lower mount and the upper shaft is received within the central opening of the upper mount, and the lower and upper shafts are rotatable about the axis. 23. The rail mount of claim 22, wherein at least one of the lower shaft and the upper shaft is removably attached. 24. A rail mount for adjustably mounting an endcap of a support arm, the rail mount comprising: a wall mount adapted for attaching to a surface, the wall mount having a pair of elongated rails and an axis defined therebetween; a lower mount received by the pair of elongated rails and having a central opening aligned along the axis, the lower mount central opening having a bearing surface thereon; an upper mount received by the pair of elongated rails and having a central opening aligned along the axis, the upper mount central opening having a bearing surface thereon; and an endcap having opposite first and second ends, a first shaft extending from the first end and a second shaft extending from the second end, the first shaft received within the lower mount central opening and the second shaft received within the upper mount central opening, the endcap rotatable about the axis; wherein a first one of the lower and upper mounts is adjustable along the pair of elongated rails relative to a second one of the lower and upper mounts. 25. The rail mount of claim 24, wherein the lower mount is secured to the wall mount. 26. The rail mount of claim 25, wherein the lower mount is permanently affixed to the wall mount. 27. The rail mount of claim 24, wherein the lower mount is slideably received by the pair of elongated rails. 28. The rail mount of claim 24, wherein the upper mount is slideably received by the pair of elongated rails. 29. The rail mount of claim 24, further comprising a means for securing the endcap to prevent rotation about the axis. 30. The rail mount of claim 24, wherein the lower mount comprises a body having the central opening therein, a T structure attached to the body and a pair of flanges disposed on either side of the body, wherein the T structure is insertable into the pair of elongated rails along a first face thereof and the pair of flanges is disposed over of the pair of elongated rails along a second face thereof. 31. The rail mount of claim 24, wherein the upper mount comprises a body having the central opening therein, a T structure attached to the body and a pair of flanges disposed on either side of the body, wherein the T structure is insertable into the pair of elongated rails along a first face thereof and the pair of flanges is disposed over of the pair of elongated rails along a second face thereof. 32. The rail mount of claim 31, wherein the T structure is an extended T structure having a retaining mechanism for affixing the upper mount to the wall mount. 33. A rail mount system, comprising: a wall mount adapted for attaching to a surface, the wall mount having a pair of elongated rails and an axis defined therebetween; a lower mount received within the pair of elongated rails and having a central opening aligned along the axis; an upper mount received within the pair of elongated rails and having a central opening aligned along the axis; a support for supporting a device; and an endcap coupled to the support, the endcap having a lower end received within the central opening of the lower mount and an upper end received within the central opening of the upper mount, the endcap rotatable about the axis; wherein a first one of the lower and upper mounts is adjustable along the pair of elongated rails relative to a second one of the lower and upper mounts. 34. The rail mount system of claim 33, further comprising a lower shaft attached to the lower end of the endcap and an upper shaft attached to the upper end of the endcap, wherein the lower shaft is received within the central opening of the lower mount and the upper shaft is received within the central opening of the upper mount, and the lower and upper shafts are rotatable about the axis. 35. The rail mount system of claim 34, wherein the lower shaft is integral with the lower end of the endcap. 36. The rail mount system of claim 34, wherein the upper shaft is removably attached to the upper end of the endcap. 37. A rail mount system, comprising: a wall mount adapted for attaching to a surface, the wall mount having a pair of elongated rails and an axis defined therebetween; a lower mount received by the pair of elongated rails and having a central opening aligned along the axis, the lower mount central opening having a bearing surface thereon; an upper mount received by the pair of elongated rails and having a central opening aligned along the axis, the upper mount central opening having a bearing surface thereon; a support for supporting a device; and an endcap coupled to the support, the endcap having opposite first and second ends, a first shaft extending from the first end and a second shaft extending from the second end, the first shaft received within the lower mount central opening and the second shaft received within the upper mount central opening, the endcap rotatable about the axis; wherein a first one of the lower and upper mounts is adjustable along the pair of elongated rails relative to a second one of the lower and upper mounts. 38. The rail mount system of claim 37, wherein the first shaft is integral with the first end of the endcap. 39. The rail mount system of claim 37, wherein the second shaft is removably attached to the second end of the endcap.
