A liquid treatment apparatus comprising: (i) an ultraviolet light source, comprising: an ultraviolet bulb; a pulsed microwave energy source for exciting said ultraviolet bulb; and an optically transparent waveguide for guiding pulsed microwave energy originating from said pulsed microwave energy source to the ultraviolet bulb, wherein said waveguide wholly surrounds the ultraviolet bulb, and wherein the waveguide is provided with a blocking end flange; and (ii) a housing, said housing having an inlet and an outlet, the housing shaped to guide liquid flow from the inlet, past the waveguide to the outlet; wherein the dominant wavelength of the ultraviolet light source is from 240 to 310 nm. 2. A liquid treatment apparatus according to claim 1, wherein the pulsed microwave energy source emits microwave energy with a pulse width of from 100 milliseconds to 0.5 microseconds. 3. A liquid treatment apparatus according to either of claims claim 1, wherein the pulsed microwave energy source emits microwave energy with a pulse period of from 100 milliseconds to 0.5 microseconds. 4. A liquid treatment apparatus according to claim 1, wherein the peak operating energy of the bulb is from 100 watts to 100,000 watts. 5. A treatment apparatus according to claim 1, additionally comprising a continuous microwave energy source. 6. A liquid treatment apparatus according to claim 5, wherein the ratio of peak energy of excitation of said continuous microwave energy source to the pulsed microwave energy source is 1:10 to 1:100. 7. A liquid treatment apparatus according to claim 1, arranged for the emission of either monochromatic or polychromatic ultraviolet radiation. 8. A treatment apparatus according to claim 1, wherein the ultraviolet bulb has no electrode. 9. A liquid treatment apparatus to claim 1, wherein the waveguide controls the flow of microwave energy therefrom. 10. A liquid treatment apparatus according to claim 9, wherein the waveguide blocks a majority of the flow of microwave energy therefrom. 11. A liquid treatment apparatus according to claim 1, wherein the waveguide comprises a sleeve therefor and said sleeve is comprised of quartz or a UV-transparent plastic material. 12. A liquid treatment apparatus according to claim 1, wherein the waveguide comprises a conducting material. 13. A liquid treatment apparatus according to claim 12, wherein the conducting material is a coating or liner to the waveguide. 14. A liquid treatment apparatus according to claim 12, wherein the waveguide comprises a conducting mesh. 15. A liquid treatment apparatus according to claim 14, wherein the conducting mesh comprises a material selected from the group consisting of copper, aluminium and stainless steel. 16. A liquid treatment apparatus according to claim 1, wherein the ultraviolet bulb has an elongate form. 17. A liquid treatment apparatus according to claim 1, comprising plural ultraviolet bulbs. 18. A liquid treatment apparatus according to claim 17, comprising from 2 to 25, preferably from 3 to 18 bulbs. 19. A liquid treatment apparatus according to claim 17, wherein said plural ultraviolet bulbs form an arrangement selected from the group consisting of a random arrangement, a side-by-side arrangement, a sequential arrangement, an array arrangement and a cluster arrangement. 20. A liquid treatment apparatus according to claim 1, wherein the optically transparent waveguide has a cylindrical or rectangular form. 21. A liquid treatment apparatus according to claim 1, wherein the pulsed microwave energy source comprises a magnetron. 22. A liquid treatment apparatus according to claim 1, additionally comprising a system for cleaning the enclosure. 23. A liquid treatment apparatus according to claim 1, additionally comprising a pathguide to guide the microwave energy from the microwave energy source to the ultraviolet bulb. 24. A liquid treatment apparatus according to claim 23, wherein the pathguide defines an essentially linear path. 25. A liquid treatment apparatus according to claim 23, wherein the pathguide defines a non-linear path. 26. A liquid treatment apparatus according to claim 23, wherein the pathguide comprises a coaxial cable. 27. A liquid treatment apparatus according to claim 1, additionally comprising a pump for pumping fluid from the inlet, past the enclosure to the outlet.
