What is claimed is: 1. An aquarium overflow system comprising a standpipe having an upper end for receiving overflow water above a given level in an aquarium tank, and a lower end for directing the overflow water through a tank wall, an elbow having an elbow outlet mounted to said upper end of said standpipe, and having an elbow inlet, said standpipe comprising an upper tubular member extending downwardly from said elbow and telescopically engaging and slidable along a lower tubular member to provide an adjustable height standpipe for varying the height of said upper end of said standpipe and said elbow, wherein said upper tubular member has a top end providing said upper end of said standpipe, and has a bottom ends, and said lower tubular member has a bottom end providing said lower end of said standpipe, and has a top end above said bottom end of said upper tubular member, and comprising one or more friction resistance members engaging said upper and lower tubular members and applying frictional resistance therebetween to maintain a desired height of said upper tubular member relative to said lower tubular member, wherein said upper and lower tubular members have inner and outer concentric sections radially spaced by an annular gap therebetween, and wherein said one or more friction resistance members comprise one or more resiliently compressible members in said annular gap and bearing between said inner and outer concentric sections. 2. The aquarium overflow system according to claim 1 wherein said one or more resiliently compressible members comprise one or more O-rings mounted to one of said inner and outer concentric sections and slidable along the other of said inner and outer concentric sections. 3. An aquarium overflow system comprising a standpipe having an upper end for receiving overflow water above a given level in an aquarium tank, and a lower end for directing the overflow water through a tank wall, an elbow having an elbow outlet mounted to said upper end of said standpipe, and having an elbow inlet, said standpipe comprising an upper tubular member extending downwardly from said elbow and telescopically engaging and slidable along a lower tubular member to provide an adjustable height standpipe for varying the height of said upper end of said standpipe and said elbow, wherein said upper tubular member has a top end providing said upper end of said standpipe, and has a bottom end, and said lower tubular member has a bottom end providing said lower end of said standpipe, and has a top end above said bottom end of said upper tubular member, and comprising one or more friction resistance members engaging said upper and lower tubular members and applying frictional resistance therebetween to maintain a desired height of said upper tubular member relative to said lower tubular member, wherein one of said upper and lower tubular members has upper and lower sections of different diameter meeting at a step shoulder providing a stop engageable with one of said ends of the other of said upper and lower tubular members and limiting telescopic movement of said upper and lower tubular members, wherein said upper and lower sections comprise a first section of a first diameter and a second section of a second smaller diameter, said first section extending from said step shoulder to a distal end, said other tubular member being received in said first section and extending externally thereof past said distal end. 4. An aquarium overflow system comprising a standpipe having an upper end for receiving overflow water above a given level in an aquarium tank, and a lower end for directing the overflow water through a tank wall, an elbow having an elbow outlet mounted to said upper end of said standpipe, and having an elbow inlet, said standpipe comprising an upper tubular member extending downwardly from said elbow and telescopically engaging and slidable along a lower tubular member to provide an adjustable height standpipe for varying the height of said upper end of said standpipe and said elbow, wherein said upper tubular member has a top end providing said upper end of said standpipe, and has a bottom end, and said lower tubular member has a bottom end providing said lower end of said standpipe, and has a top end above said bottom end of said upper tubular member, and comprising one or more friction resistance members engaging said upper and lower tubular members and applying frictional resistance therebetween to maintain a desired height of said upper tubular member relative to said lower tubular member, and comprising a collar at one of said top end of said lower tubular member and said bottom end of said upper tubular member and engaging the other of said upper and said lower tubular members for guiding telescopic movement therealong, wherein said collar has a first diameter defining a first surface engaging said upper tubular member, and has a second different diameter defining a second surface engaging said lower tubular member. 5. The aquarium overflow system according to claim 4 wherein said collar is at said top end of said lower tubular member, said second diameter is greater than said first diameter, and said first tubular member slides along said first surface.
